It means the airline will not get the 150 million € which it was expecting from Qatar for a 49% share. It seems Qatar have decided to turn away for fear of sanctions for the airline regarding the Government grants. Since 2009 the Generalitat has given more than 100 million to the airline, and Qatar wanted assurances that the European Commission would not claim that money back at a later date. Latest reports are that the airline is preparing an application to suspend all its flights, given the fact that its financial situation is untenable, with large losses and a large debt. The company gives direct and indirect jobs to some 4,000 people, and says it needs 150 million to face their financial obligations.

Thousands of children are being "needlessly dumped in prison" because of Britain's failing youth justice system, a think-tank has warned. The Centre for Social Justice (CSJ) said courts and prisons were being used to "parent children" and were expected to sweep up problem youngsters inadequately dealt with by other departments, such as social services. In a new report, the group called for a radical overhaul in the way the Government deals with young offenders. It said there needed to be a drastic cut in the 5,000 children a year currently given custodial sentences, arguing the imprisonment of youths between the age of 10 and 17 should be limited to the "critical few" guilty of the most serious or violent crimes. The CSJ said too many children are being taken before the youth courts for trivial reasons. The report cited one example where a child who had thrown a bowl of Sugar Puffs at his care worker, jumped out of the window, then climbed back in, was held in a police cell over a weekend on suspicion of assault and attempted burglary. The independent think-tank, set up in 2004 by Work and Pensions Secretary Iain Duncan Smith, urged a return to a "common-sense" approach to minor incidents with parents and teachers using their judgment to deal with them at a home or school level. It also criticised the widespread use of short sentences for young offenders, arguing they undermine justice and disrupt attempts to educate and rehabilitate them. Gavin Poole, executive director of the CSJ, said: "Many young people fall into the system unnecessarily and do not receive the help they need to free themselves from it. Custody is sometimes neither a protective nor a productive place for children, and community orders can be equally ineffective. Moreover, despite years of good intentions, many young people leaving custody are still not being provided with the basic support they need for rehabilitation." Among a series of recommendations, the CSJ said there should be no sentences shorter than six months and an emphasis should be placed on non-custodial punishments where underlying behavioural problems can be tackled more effectively. The group also said measures to prevent lawbreaking by young people should be the primary responsibility of child welfare services rather than the youth justice system. It added local services needed to work together to ensure that young people and their families receive the help they need early.

The news came when on Friday the Post Office revealed evidence that resort prices have crashed by as much as 40% compared to 5 years ago. That, combined with political unrest in some other popular tourist destinations and the fact that the pound is at a 2 year high against the euro has once again made Spain an affordable and favourite option. The annual survey conducted by the Post Office measured the prices of 8 items in resorts across 33 destinations around the world. Those items included a cup of coffee in a bar or café; a bottle of local beer; a 1.5 litre bottle of water from a supermarket; a can of Coca-Cola; a three course evening meal for two adults; sunscreen; insect repellent and a pack of cigarettes. The results of the survey showed that Spain came out the second cheapest with an average price of £37.72 for the 8 items. It was topped only by Sri Lanka offering the best value at £27.95. With people looking for a cheap way to enjoy fun in the sun and the Post Office currently offering a currency rate of 1.165€ to the pound (prices correct as of Friday 13th Jan.) it is thought a new wave of visitors will be enjoying the delights of Spain this year with the firm’s Holiday Money Report concluding: ‘Resort prices in the Costa del Sol are now 40% lower than 5 years ago, when we conducted the first price barometer. The cheaper cost of travel to Spain will make it a compelling choice for bargain hunters. So does the rising value of the UK pound - up 6.4% against the euro in the past three months.’ Turkey has in recent years been a serious rival to Spain's top status for bargain breaks but this year it proved to be 60% more expensive than Spain. This year, Turkey was17th in terms of the cheapest option according to the Post Office survey. At the other end of the scale the survey showed Australia to be the most expensive country for the 8 items at a staggering £115.69, together with Barbados, Singapore and New Zealand. They're often billed as the ultimate in worry-free vacations. But cruise critics say these floating hotels -- some as high as 12 storeys tall -- aren't nearly as safe as claimed.

Fire, power failures, crime and tragic overboard deaths are common on cruise vacations, said Ross Klein, a Memorial University sociologist and author of two books on the cruise industry.

The ships, which can carry more than 4,000 passengers, are as big as towns, Klein said, packed with strangers often bent on having a good time. Many passengers wrongly let their guard down.

"People should go on cruise ships with their eyes wide open, to be aware that there can be accidents." Klein told CTVNews.ca.

Last year, 22 people fell overboard on cruise ships, Klein said. Some were accidents. Others were suicides. The vast majority were fatal, said Klein, who compiles cruise accident data for his website www.cruisejunkie.com.

Fires and power failures are also common, though rarely reported in the mainstream media.

In November 2010, a drunken passenger dropped an anchor on a cruise enroute to Tampa from Mexico.

According to data Klein collected, the risk of sexual assault is nearly 50 per cent greater on a cruise ship than on land in Canada. He used data collected by the Federal Bureau of Investigation and internal industry documents used in lawsuits between 2003 and 2005.

"I believe passengers should go on to a ship well informed," Klein said.

"The industry markets itself as . . . . one of the safest modes of commercial transport in the world. And they want passengers to believe that if they come on a cruise ship they are virtually safe."

An umbrella group for the cruise industry says it's monitoring the latest accident off the Italian coast, where three people have died and dozens are missing.

The website for the Cruise Lines International Association said the group "would like to reassure other cruise passengers that all CLIA member lines are subject to the highest safety standards around the world and according to international maritime requirements."

CTVNews.ca called the association on Saturday, but there was no answer at its Florida office.

U.S. maritime lawyer Jim Walker once represented the cruise industry but switched sides about 15 years ago. Since then, he's represented dozens of passengers and crew members in lawsuits against cruise lines.

Mr. Walker represented the family of George Smith, who vanished from a Royal Caribbean ship while on his honeymoon in 2005. His family suspected foul play and claimed the cruise ship failed to properly investigate the disappearance. His family won a US$1.3 million suit against the cruise line.

Walker also represented a 35-year-old woman who said she was sexually assaulted by a crew member on a Royal Caribbean vessel. Walker said the woman's case resulted in tough reporting rules aboard cruise ships.

Walker urged passengers to be vigilant about crime and safety.

Despite potential dangers, Klein said he loves ocean travel and has taken 30 cruises.

"I love being at sea," he said. "I like to look at the horizon." At sea, he said, "time stands still. It's a wonderful feeling."

Another of the large projects in the Valencia region is in trouble as the company which runs the Ciudad de la Luz film studios in Alicante, Agua Amarga de Gestión S.L., has applied for bankruptcy protection. It comes as the regional government has failed to pay four million € as the promoter of the project. Mercantile Court 2 in Alicante accepted the application on December 16 2011. The centre has amassed a total debt of more than 190 million €, and now the Valencia Government wants to privatise the operation despite spending 160 million € on it. The project was an idea of Eduardo Zaplana, an ex Partido Popular President of the Valencia Government who thought it would compensate the city for the Terra Mítica park in Benidorm. The studios cover a 320,000 square metre site. El País reports that a new agreement between the regional government and the company could be round the corner. The company says that would need the payment of the debt. They note that in 2005 when the first productions were carried out at the facility, there were in that year 59 productions in total which brought an income of 174 million €, saw jobs for 4,757 workers and more than 3,000 contracts with other companies. It also gave rise to some 150,000 overnight hotel stays in Alicante.

Iberia pilots announce more strike action

Pilots from the SEPLA union who work for Iberia have announced three more days of strike action on January 25, 27 and 30. It follows four days of previous action in protest at the plans by Iberia to establish a new low-cost carrier, Iberia Express. SEPLA say that they have picked the dates with care, so as not to affect the Spanish tourism fair, FITUR, which runs in Madrid between the 18th and 22nd of this month. Meanwhile cabin crew and ground staff are also considering taking action, and are reported to be looking at striking on Mondays and Fridays from February 2. A meeting will be held on Tuesday to confirm that action which could affect 21,000 workers on the ground in handling, cargo, maintenance, trade and operational activities.

The current and controversial ‘Ley de Costas’ has been in force since 1988 with hardly any modifications. Now the new Minister for Agriculture, Foodstuffs and the Environment, Miguel Arias Cañete, has indicated that ‘very deep reforms’ are on the way to bring value to the coast. El País reoprts that at an event to welcome top civil servants in his department, he gave a speech which indicated that the environment cannot stop economic development, and said that environmental legislation needs to be simplified. Sources at the ministry have noted that there is a problem of judicial insecurity with the current legislation and that they have received pressure from countries such as Britain and Germany, and complaints from EuroMPs as there are foreigners who have been affected by the compulsory purchase aspect of the legislation. The law, which was left untouched by the Aznar government, declares all the beach to be of public use, but does not use a fixed distance, following geographic concepts instead. That extends the area into dunes and marshlands, to where the sea has reached in the worst of storms. Many people have purchased property without the notary or the bank telling them it is located in land for public use, and these people have been granted a 30 year concession of use, but no longer own the property. A legal change now is complicated by the fact that there has already been compulsory purchases and demolition of some properties, so their owners will now be able to claim compensation. The new legislation is expected to extend the concessions, as ‘thousands’ of them were to expire in 2018.

In July, Spanish police arrested the leader of a gang responsible for the theft of more than a million litres of the stuff, siphoned from storage tanks in Murcia, and shipped under false paperwork to Italy for sale.

Italian newspapers regularly report producers being robbed at gunpoint by drivers who arrive in the middle of the night with tankers.

A few years ago, Bertolli, the biggest olive oil brand in the world, suffered a multi-million euro theft at its plant near Milan — with sophisticated thieves using jammed security cameras, guns and lorries to secure their bounty.

Olive oil occupies a unique place in culinary history. Humans have been eating the fruits of these gnarled and tenacious trees for as long as the two of us have coexisted on this planet.

But since then, too, the olive oil industry has been dogged by fraud.

Clay tablets found at Ebla, in Syria, describe the activities of a 2,500 year-old anti-fraud squad who were responsible for ensuring the purity of oil, while the classical philosopher and doctor Galen complained of unscrupulous traders adulterating their olive oil with liquid lard to make it go further.

But ancient foodies were lucky — the Roman Empire had strict controls in place to minimise such double dealing.

Two thousand years later, olive oil regulation is back in the Dark Ages.

Olive oil doesn't come cheap - beware of anything under about £6 a litre

As Mueller’s book observes, when you buy wine, you can usually trust that the contents match the label: if it says Chateau Margaux 1949 on the bottle, you’re not going to find last year’s Chilean Malbec inside.

Olive oil labels, by contrast, give very little information to the consumer: an oil costing £20 a bottle will look, on the shelf, very similar to one retailing at a tenth of the price.

And with one former producer claiming 98 per cent of what is sold in Italy as extra-virgin olive oil is actually nothing of the sort, how on earth can shoppers tell what they’re getting?

In theory, it should be easy: olive oil is graded into several different types for sale, the most common of which is extra virgin.

Extra virgin olive oil is the highest quality, made from the very best olives.

Virgin oil, meanwhile, is made with slightly riper olives and so is deemed to have a less superior flavour.

European legislation dictates that any oil labelled virgin must have been extracted from the olive by physical means, such as pressing, rather than by chemical refinement. It also has to pass a taste test conducted by EU experts.

Rigorous enough, you might think — if only the law was properly enforced.

Olive oil doesn’t come cheap —beware of anything under about £6 a litre — and many have succumbed to the temptation to cut a few corners.

The most common fraud involves diluting extra virgin oil with a lesser grade — such as lampante, or lamp-oil, judged unfit for human consumption because of its high acid content.

Another option is to substitute a different type of oil entirely, often originating outside the EU where production is cheaper.

Last year, two Spanish businessmen were sent to prison for selling extra virgin olive oil that turned out to be 75 per cent sunflower oil, while Mueller recounts the story of a shipment of Turkish hazelnut oil which, after a voyage around Europe, arrived in southern Italy in September 1991 with papers declaring it was Greek olive oil.

There it was mixed with the real thing, and sold to unsuspecting customers including Nestle, owners of Buitoni oil, and Bertolli for use in their products.

The substantial profits associated with such fraud, Mueller says, enable crooks to bribe low-paid customs officials and police to turn a blind eye to such arrivals. But this deception isn’t just confined to smugglers and gangsters.

In 2004, an olive oil producer called Andreas Marz, concerned about the declining quality of Italian olive oil, decided to conduct his own test.

He bought 31 different kinds of extra virgin olive oil from German supermarkets, and sent them to three expert tasting panels in Florence for analysis.

Only one was judged to meet extra virgin standards, nine were downgraded to virgin, and the rest, including offerings from several major Italian brands, were graded as lampante.

When Marz published the results, those involved in the revelations found themselves hit with lawsuits by Carapelli, makers of ‘Italy’s most beloved extra virgin olive oil’, who seemed to have friends in some very high places indeed.

In fact, ‘intimidation’ is the word used by one of the experts concerned.

No wonder, then, that Marz’s shocking findings changed absolutely nothing. Such adulteration is deceitful, certainly, but pales in comparison to the toxic oil scandal which killed more than 1,000 Spaniards, and seriously injured 24,000 others, in the Eighties.

They fell ill after consuming rapeseed oil intended for industrial use, which had been rendered inedible by the addition of a toxic compound called aniline, used in the production of plastics.

Unscrupulous traders had taken advantage of the low price-tag, repackaged it as olive oil, and sold it for culinary use.

Even companies which act within the law are happy to appropriate the premium image of Italian olive oil for lesser blends.

Don’t be fooled by Italian flags or Tuscan olive groves on a label. Italy is one of the world’s largest importers of olive oil, much of which is then blended, stuck into suitably Italian packaging and re-exported.

About 80 per cent of the oil produced in Jaen, southern Spain, for example, is shipped to Italy, where it can be packaged and sold by Italian brands as ‘packed’ or ‘bottled in Italy’, for a far higher price than poor old Spanish brands can get.

Indeed, Bertolli, for all its rustic Italian advertising, tells Mueller it actually imports about four-fifths of the oil it uses, mostly from Spain, North Africa and the Middle East.

While it doesn’t really matter, from a health point of view, whether our olive oil comes from Tuscany or Tunisia, the much vaunted advantages of this cornerstone of the Mediterranean diet — its apparent ability to help protect the body from some forms of cancer and cardiovascular disease — depend very much on the quality of the oil.

Only virgin oils can claim the full range of health benefits attributed to olive oil, because the refining process strips lesser oils of its vitamins.

But until the EU imposes tighter controls of the kind in place for wine, there seems little incentive for the olive oil industry to clean up its act.

In the meantime, there are a few things the consumer can do to help ensure that the oil they’re buying is of the quality that they’d expect it to be.

Go for virgin or extra virgin oil, where the golden rule is that sadly, if it seems too cheap to be true, it probably is.

Look for dark bottles, which will protect the contents from damaging UV rays that make it rancid, and search out the longest sell-by date you can.

Olive oil may be sacred to many British foodies, but it’s not immune to corruption.

It seems that, for the unwary consumer at least, healthy eating is a very slippery business.

At this time, 3 people are confirmed dead in an accident involving the cruising ship Costa Concordia. The ship left Civitavecchia for Savona yesterday at 7:30 PM and ran aground near the Isola del Giglio. According to Coast Guard sources, the situation is still confused. The ship has been boarded by Coast Guard rescue personnel, firefighters and a Costa officer and checked top to bottom to confirm that everybody has been evacuated. A portion of the passengers was taken on other vessels to Porto Santo Stefano while other went to Livorno by helicopter. The cause of the accident has not yet been ascertained. The grounded ship suffered a blackout just before running aground. . .

Some leapt overboard and swam to shore as the ship started to sink into the waters near the island of Giglio, off the Tuscan coast. Francesco Paolillo, the coastguard spokesman, said that at least three bodies were retrieved from the sea and at least three more were feared dead. Pregnant women and young children were among the 3,200 passengers and 1,000 crew on board. Passengers' dinner on Friday night was interrupted by a loud boom at around 8pm and a voice over the loud-speaker system initially claimed that the ship was suffering an electrical failure, before ordering everyone on-board to don life-jackets.

The Interior Ministry said in a press release on Tuesday that the drugs were brought into Spain by air and the laundered proceeds from their sale were then sent to Colombia in the same way. Police began their investigations last month and swooped on the luxury apartments which were used by the gang early on the morning of January 5, seizing more than 3.5 million € and three kilos of highly pure gold. The gold was made up of ingots each weighing a quarter of a kilo. A further half a million € was discovered when the suspects’ vehicles were searched.

She was identified as E.U.G, a woman who was born in Almería in 1980. She is believed to have been killed last Saturday, two days before her body was found. The autopsy has now confirmed the cause of death as asphyxiation, and it’s understood there were also signs that she had been hit on the head. There was no sign of rape, or that any of her personal possessions had been stolen. All that’s known on the suspect is that he was known to the victim. A Moroccan rapper who has become one of the monarchy's boldest critics on Wednesday awaited a verdict after a trial on assault charges which his lawyers and right activists said were a ploy to muzzle the popular singer. Mouad Belrhouat, better known as El-Haqed, or "The Sullen One", has become the singing voice of a protest movement inspired by Arab uprisings, demanding a constitutional monarchy, an independent judiciary and a crackdown on corruption. The judge adjourned the case on Wednesday after an all-night hearing to consider his verdict, expected on Thursday. The 24-year-old rapper has been in jail since his arrest in September after a brawl with a monarchist. Bail requests by his defence team have been rejected and the trial has been adjourned six times. "The charges are a farce. El Haqed is being persecuted for his critical songs. The state is keeping him in jail and repeatedly adjourning his trial to silence him," said Khadija Ryadi, who chairs Morocco's main human rights group, AMDH. The rapper's cutting lyrics telling Moroccans to "wise up" have angered many monarchists. In one song he raps that the king spends so much time giving orders that he has little time to count his money in Switzerland. .The mid-Andalusian coastline began to lure Northern European types, weary of their long, dark winters and eager to bask in the region's ever-present sunshine. First came the super-rich and famous (think Audrey Hepburn, Cary Grant, and Laurence Olivier), after Prince Alfonso of Hohenlohe-Langenburg opened the aristocratic Marbella Club in 1954. The demi-rich and B celebs followed, and gradually the masses—as is their wont—caught wind of the fun and sun, subsequently descending in droves. Through it all, the gays came too, establishing their beachhead at Torremolinos in the 1960s and 70s. Unfortunately, the switch from sleepy-fishing-village-dotted seashore to frolicksome touristic playground proved too rapid for the area to bear seamlessly. Unsavory types like on-the-lam Brits, the Russian mob, and Arab arms traffickers crept in, earning the region the unwelcome nickname Costa del Crime in the late 1990s and early 2000s. Unsavory Marbella politicians meanwhile took advantage of the instability, pushing through scores of corrupt construction projects before being stopped and ultimately jailed. Now, however, with a clean political slate and hot on the heels of a highly publicized summer 2010 visit to the area by Michelle Obama, the Costa del Sol is back with a vengeance. A new generation of hip tourists, a large faction of them gay, are now discovering the 300-plus days of sun, the warm Mediterranean beaches, the bargain-to-luxury shopping, the excellent spas, the delectable food, the rich history, the effervescent culture, and yes, those scrumptious southern Spanish men of the delightful Costa del Sol. By far, most international visits to the Costa del Sol start in Málaga, and more specifically at its Pablo Ruiz Picasso International Airport. Low-cost carriers like Ryanair and EasyJet have turned this into Spain's fourth busiest airfield, with scores of carriers now serving over 60 countries. The airport's newly opened third terminal is expected to accommodate the growing number of travelers in the coming years. Thanks to an extension of Spain's high-speed AVE train line in 2007, it's now also possible to get from Madrid to Málaga by rail in just about two and a half hours. While many Málaga arrivers scurry off to nearby beachside resort towns, any proper visit to the area requires a healthy dose of the beautiful city itself. With about 570,000 inhabitants, this is Europe's southernmost metropolis, not to mention one of the world's oldest towns, with an historical center dating back more than 3,000 years. In this now fully modern and vibrant city, remnants of previous civilizations are around every bend, with Phoenician, Roman, Moorish, and Reconquista Christian sites especially visible—and more still being found all the time. In 1951, during the construction of a new library, a fantastic first century B.C.E. Roman Theater was unearthed, and it's now one of Málaga's main attractions. More recently, during the construction of the Vincci Selección Posada del Patio Hotel on Pasillo Santa Isabel, remains of both the Roman and Arab walls of the city were found, and can be viewed by all from a specially designed underground walkway. THE INSIDERS GUIDE WHERE TO STAY WHERE TO PLAY WHERE TO EAT WHAT TO DO Pablo Picasso and Antonio Banderas are two of Málaga's most famous sons, and while you have a slight chance of seeing the latter on one of his frequent visits to town, you certainly won't miss homages to the former, known to his mother and many a modern tour guide as Pablo Diego José Francisco de Paula Juan Nepomuceno María de los Remedios Cipriano de la Santísima Trinidad Ruiz y Picasso. The fabulous Museo Picasso, while just one of three major museums devoted exclusively to the artist's work (the others are in Barcelona and Paris), contains perhaps the most intimate and revealing collection, with more than 220 works donated directly by Picasso's daughter-in-law and grandson. Also worth a visit is the Museo Casa Natal (Birthplace House Museum), which features thousands of works by Picasso, his contemporaries, and those he influenced. Just up the hill from the Roman Theater is the Alcazaba, a Moorish fort started in the eighth century but mostly taking its present form in the mid-11th century. Farther up the hill (but further forward in time) is the Castillo de Gibralfaro, where the Moorish people of Málaga famously waged a three-month battle (albeit ultimately unsuccessfully) against the Catholic monarchs, Ferdinand and Isabella, in 1487. Inside the castle is a small but interesting archaeological museum, but most visitors come for what's outdoors: breathtaking views of the city below. For a royal hotel stay, the Parador de Málaga Gibralfaro, part of Spain's exceptional state-owned Paradores system, is actually attached to the castle itself. Continuing onward chronologically, Málaga's post-Reconquista city center Cathedral is known locally as La Manquita, or "one-armed lady," thanks to her clearly missing second tower, a victim of depleted coffers in the 18th century. She's still stunning, and her one beautiful outstretched arm manages to crop up in photos all around the old town. CLICK FOR SLIDESHOW OF COSTA DEL SOL When you're ready for a break and some Málaga tapas, the nearby La Moraga is unparalleled, the local outpost of Michelin-starred chef Dani García's growing gastronomic family. Once sustained, try out Málaga's plentiful shopping options, especially the city center pedestrian street Calle Marqués de Larios, which is lined with chic shops, boutiques, and cafés. Málaga also has a Corte de Inglés (part of the much-beloved, Spanish, one-stop, department store chain), as well as several malls and countless specialty stores spread across the city. One of Málaga's most famed festivals is its vivid Holy Week (or Semana Santa), during which massive ornate tronos (thrones, or floats), made of gold and silver and often weighing more than five tons, are carried through the streets, accompanied by music and song. Things turn especially dramatic on Good Friday, when shops and streetlights go dark to better showcase the solemn procession. Antonio Banderas sometimes still takes part in the festivities, as he did here in his youth. The festival dates back more than 500 years to the Catholic Reconquista, and its long history is commemorated at the Museo de la Semana Santa (Holy Week Museum). Somewhat less holy but even more famous is the Feria de Málaga, a nine-day, mid-August festival that's one of Spain's largest. Shops and offices close so everyone can enjoy the food and drink. Meanwhile, traffic is stopped so the streets can fill with music and dancing. Traditional costumes are everywhere, with many women in colorful flamenco dresses and many men dressed as sexy vaqueros (or cowboys). While it's not nearly as big as Holy Week or Feria, Málaga has its own Pride event as well called Hoy Málaga es Gay (Today Málaga is Gay), taking place annually in late June. LGBT life is thriving in Málaga, which boasts a growing number and variety of gay bars and clubs, many situated around Plaza de la Merced. For a fun dip into the local queer scene, start out with the lively Bohemian loungy-ness of El Carmen, then move on to the throbbing disco action of Reinas (Queen). The refreshingly small (just 50 rooms) and colorful Room Mate Lola Hotel is a great place to lay your head in Málaga, with cool design, a central location, a hip clientele, and a friendly staff. Even more centrally located (right next to the Cathedral) is the AC Málaga Palacio Hotel, which boasts a rooftop pool and restaurant/bar with 360-degree views of the city, making it a consummate setting for that impromptu Spanish same-sex wedding. For venturing beyond Málaga proper and onward to the splendid Costa del Sol, your best bet is to rent a car. This can be ridiculously cheap, as low as $60 a week depending on when you travel, your vehicle preference, and Euro conversion rates. Taxis are plentiful, but distances between towns are fairly large, so fares can be high. Buses are available as well, but they run sporadically. Trains, running about every 30 minutes, also connect Málaga to Torremolinos and Fuengirola, but the latter is only about halfway to Marbella, so you'll still need a cab or car to take you the full distance there. Less than ten miles south of Málaga lies Torremolinos, long the gay capital of the Costa del Sol region. Though it began like many towns in the area as a sleepy fishing village, people were here and queer as early as the late 1950s. By 1962, Toni's Bar, Spain's first-ever gay bar, had opened. Even during the oppressive Franco regime, homosexuals were mostly given wide berth to behave as they liked in Torremolinos—as long as they spent their tourist pesetas while doing so. By the early 1970s, gay life was booming here, centered (as it still is) around La Nogalera in the heart of town. Torremolinos lost much of its cachet in the mid-70s when down-the-coast Marbella came into full bloom, but with the decriminalization of homosexuality in Spain later in the decade, the town began to attract more and more gays from all over the country, and eventually from across Europe. After an upswing in the 1980s and much of the 90s, another downturn followed just before the millennium, as Eurogays bored of a destination that'd become too routine and gone stale. Somewhat surprisingly, Torremolinos has undergone yet another powerful resurgence in the last few years, proving it a gay Spanish phoenix that simply refuses to go quietly. As Spain's magnetism draws in more and more international LGBT travelers, Torremolinos, virtually unknown to Amerigays until recently, is now finally being discovered by those looking beyond the tried and true Madrid-to-Barcelona-and-Sitges route. Interestingly, Torremolinos also draws many heterosexual Nordic and British types, leading to odd amalgams like a Finnish bar atop a gay disco, as in the case of the popular and very fun Home. Other current LGBT hotspots (among some 20 in Torremolinos) include Parthenon and Passion discos, both always packed on weekends. Since Torremolinos isn't yet exactly teeming with upscale lodging options, many visitors choose to stay in Málaga and make the journey by taxi at club time—in fact, it's what many Malagueños themselves do every weekend. For those who'd rather be able to stumble home, Hostal Guadalupe is a solid Torremolinos choice. Beyond the packed nightclubs and visible renovations around town, another clear indication that Torremolinos' star is again on the rise was the 2010 debut of Expo Gays, an international gay business expo that drew some 180 exhibitors and 15,000 visitors to the city's 60,000-square-foot Palace of Congresses and Exhibitions over three days in mid-October. Of course, one of the main reasons people flock to Costa del Sol is to soak up the ever-present local sun. Torremolinos itself has several lovely stretches of sand, including the once gay but now mixed Poseidon Beach. Most locals will assure you, however, that the best gay beach in Costa del Sol is farther down the coast, between Calahonda and Marbella at Cabopin. While this naturist beach isn't exclusively gay, it boasts a large pink stretch (commencing about 200 yards to the west of the parking lot) that includes a very cruisy and action-packed dune area. Whether you lay or play, Cabopin makes for a nice rejuvenating stop on the journey south from Torremolinos or Málaga to Marbella.

The covert activities were undertaken as part of an operation to infiltrate and prosecute a major Colombian-Mexican narco-trafficking organization moving cocaine from Colombia to Mexico and the United States. The undercover operation, detailed in Mexican government documents obtained by the New York Times, first came to light via a Monday dispatch by Times reporter Ginger Thompson. The documents "describe American counternarcotics agents, Mexican law enforcement officials and a Colombian informant working undercover together over several months in 2007," Thompson reported. "Together, they conducted numerous wire transfers of tens of thousands of dollars at a time, smuggled millions of dollars in bulk cash—and escorted at least one large shipment of cocaine from Ecuador to Dallas to Madrid." The documents "show that in 2007 the authorities infiltrated" the operations of an accused major Colombian cocaine trafficker, named Harold Mauricio Poveda-Ortega, Thompson wrote. Poveda-Ortega, also known as the Rabbit, "was considered the principal cocaine supplier to the Mexican drug cartel leader Arturo Beltran Leyva." Leyva was killed in 2008 in a shootout with Mexican naval forces. Poveda-Ortega was arrested in Mexico City in November 2010. The Mexican government documents include testimony from a DEA special agent "who oversaw a covert money laundering investigation" into Poveda-Ortega, Thompson reported. The documents form part of the file supporting a Mexican Foreign Ministry extradition order for Poveda-Ortega from last May 2011. The United States, however, has declined to indicate whether Poveda-Ortega was extradited to the United States, Thompson writes. A Justice Department spokeswoman Laura Sweeney similarly told Yahoo News Monday that the department is "not in a position to comment on the specific matter." The Drug Enforcement Administration defended the undercover operation in a written statement given to Thompson. "Transnational organized groups can be defeated only by transnational law enforcement cooperation," the agency wrote. "Such cooperation requires that law enforcement agencies — often from multiple countries — coordinate their activities, while at the same time always acting within their respective laws and authorities." Former DEA agent Robert Mazur, who posed as a money launderer in a similar undercover DEA investigation targeting the banks supporting the Medellin drug cartel, said such undercover operations are necessary and legitimate. Covert drug stings are critical, he says, in lining up evidence to successfully prosecute the top command and control figures of organized crime cartels. "This is a law enforcement technique that has been used for decades," Mazur told Yahoo News in a telephone interview Monday. "If we were to embrace the concept that these undercover money laundering operations shouldn't be conducted because in a small way, they for a brief period of time create a short term benefit for the criminal, we would be doing criminal organizations around the world the greatest favor they could get. We would be closing door to one of the most effective methods available to attack what law enforcement calls the command and control of these global organizations." The organizations targeted in these intricate DEA stings "are not people selling dime bags of crack on the street, but people trying to create terrorists states around the world," continued Mazur (Mazur, who retired from the DEA in 1998, has recounted his experience infiltrating the BCCI bank accused of money laundering for the Colombian drug cartel, in a book, The Infiltrator.) Mazur also disputed any comparison between the undercover DEA case exposed by the Times Monday and the recent controversy over "Fast and Furious," the Bureau of Alcohol, Tobacco and Firearms (ATF) program that allegedly put guns in the hands of Mexican drug gangs. "I would never agree in any circumstances it's worthwhile to put 2,000 weapons in the hands of criminals," he said. "Each of these operations needs to be professionally managed and individually scrutinized. This one, from what I read, is very common place, and I don't see anything in there that disturbs me in the least." Recent DEA undercover operations have led to the apprehension and successful prosecution of two major global arms traffickers, including the Russian-born, so-called "merchant of death" Viktor Bout, who was convicted in November on four counts of plotting to sell anti-aircraft guns and other weapons to Colombia's FARC rebels; and the Syrian-born "Prince of Marbella," Monzer al-Kassar, who was sentenced by a New York court in 2009 to 30 years in prison.

They have been charged with embezzlement, fraud, falsifying documents and influence peddling. Matas was charged in March 2010 and was released after paying a record bail of 3.0 million euros ($3.8 million). Prosecutors are demanding an eight and a half years jail term. Matas served as president of the government of the Balearic Islands between 1996-1999 and then between 2003-2007. He was environment minister between 2000-2003. The so-called "Palma Arena affair" as the Spanish press has dubbed the corruption scandal centres on the suspected embezzlement of public funds during the construction of a velodrome in Palma de Majorca between 2005-2007. An investigation concluded that the cycling track had an unjustified cost overrun of 41 million euros. That led authorities on the archipelago to uncover other cases of suspected embezzlement of public funds, including one allegedly involving royal son-in-law Inaki Urdangarin. The 43-year-old ex-Olympic handball player is scheduled to appear in court on February 25 as part of a probe into corruption at a non-profit organisation, Instituto Noos, which he headed between 2004 and 2006. The probe centres notably on a payment of 2.3 million euros to Instituto Noos for organising a tourism and sports conference in 2005 and 2006. Urdangarin, who has the title Duke of Palma and is married to the king's youngest daughter, Princess Cristina, has denied any wrongdoing. The curtailment will reduce the company’s global smelting capacity by 12%, or 531,000 metric tons, with operations as its Portovesme, Italy, and La Coruna and Avilies, Spain, facilities impacted in the first half of 2012. Alcoa plans to permanently close the facility in Portovesme, which has capacity of 150,000 metric tons, but just partially and temporarily shut the operations in Spain. The company said those plants are among the highest-cost producers in the Alcoa system. The Pittsburgh-based company blamed the curtailments on an uncompetitive energy market combined with rising raw materials costs and falling aluminum prices, which are down 27% from their peak in 2011. The move is a part of Alcoa’s long-term goal of improving its aluminum production operating margins by cutting down on costs. Last week, Alcoa said it would permanently close its smelter in Alcoa, Tennessee, and two potlines at its Rockdale, Texas, smelter. The company is expected to cut a total of 240,000 metric tons, or about 5%, of its global smelting capacity. “In today’s rapidly changing global economy, it is imperative to respond quickly to maintain competitiveness,” said Chris Ayers, president of Alcoa Global Primary Products. “This decision was made after thorough analysis of all the possible alternatives.” The company said the total impact on its workforce will not be determined until consultations with employee representatives and government have been completed. The son of a Surrey bus driver, he borrowed £2,000 from friends and was named the Bank of England’s Young Entrepreneur of the Year when his mobile phone company The Accessory People took off in the 1990s.

At the age of 29, he was valued at £45million, but as the accessory market declined around 2001, his company began a fraudulent wholesale trade in mobile phones, boosting turnover from £13million in 2002 to £219million in 2003.

The scam involved bogus UK companies buying high value mobile phones in Europe.

The phones were then moved through a number of British firms before being sold back to Europe.

Through a series of rapid transactions, often taking place in less than a day, the fraudsters were able to exploit UK tax laws and claim vast sums in VAT rebates.

Khan used his company and other firms, including Direct Accessories Ltd, to launder the cash.

Michael Parroy QC, prosecuting, said: “The loss of tax revenue ran into millions of pounds and those involved made a lot of money.”

Judge Nicholas Loraine-Smith said: “Quite why somebody who had been as successful as you would decide to become involved in fraud I very much doubt this court will ever know.

“I suspect the enormous profits which were available in the fraud were too great for you to resist, the figures speak for themselves.”

They are also selling them at rock bottom prices to attract buyers so that they can reduce the amount of property on their books. According to Adam Cornwell, managing director of Feltrim International these are quality properties in desirable areas. Recent reports from a leading risk adviser say banks have around €30 billion worth of property that they can’t sell. ‘Whilst Spanish mortgage lending is not expected to recover in 2012 due to high unemployment and limited bank funding, financial institutions have to optimise their balance sheets,’ said Cornwell. ‘To incentivise quality buyers they are prepared to offload these homes at rock bottom prices and with the highest mortgages. If a bank is prepared to lend all of the money, more than 100%, on a project that has fallen to 50% of its value five years previously then it must have the confidence that the market has reached the bottom and that the properties will regain value in the not too distant future,’ he explained. They face charges of belonging to a criminal organisation dedicated to the traffic of drugs into Europe from Morocco. They have been named as Clemente Amodio and Pasquale Mazzarella. European arrest warrants are in place and the two men have been taken to Madrid where the National Court will handle the extradition. The Italian anti-mafia prosecutor has said that these arrests are more confirmation that the south of Spain in general, and the Costa del Sol in particular, has become one of the favourite refuges for members of the Camorra. Meanwhile in a separate incident, police have arrested a 24 year old Frenchman, named with the initials Y.K. in Torremolinos. He’s wanted in France on charges of attempted homicide and drugs offences, and was seized on December 28 after being stopped at a routine control. Police noted that his driving licence photo looked nothing like him.

Buildings which are more than 50 years old are to be obliged to have a so-called ITV/MOT inspection from July. The new legislation affects buildings older than 50 years in towns of more than 25,000 inhabitants. Buildings will be obliged to display a certificate before any flats can be sold. The ITE Inspección Técnica de Edificios has been in existence for some time, but only from July 7 2012 will it become obligatory. The buildings will be subjected to a complete technical inspection by a competent architect or engineer who will draw up a report on the state of the building, indicating any deficiencies detected and whether they are serious or not. In the case that work needs to be done, a further inspection is needed when the work is completed. Fines of 1,000 – 6,000 € are envisaged for those who don’t comply. The process will have to be repeated every ten years.

The judge ordered that the other two sons face charges of making threats and causing injury and they have to report every day to the court. Their passports have been removed and they are not allowed to leave Barcelona, or be closer than 500m to any of the witnesses called to the court.

Police have arrested eight members of a criminal organisation which operated an online fraud which obtained credit card details from hundreds of victims in Spain and Italy, spending more than 1.3 million € of their victim’s money on on-line purchases which they later sold on for a profit.

350 victims have so far been identified in Spain, mainly in the Canary Islands, and it’s estimated that more than half a million € could have been defrauded in Spain, plus another 800,000 € in Italy. The Interior Ministry said in a press release on Tuesday that police intervened just at the moment the network was planning to send out spam mail to another 300,000 email addresses to capture information on more bank accounts. It’s estimated that they could have defrauded a further 7 million € in this way if they had not been stopped.

The server was located in the home of one of the network leaders in Alcalá de Henares in Madrid, which is where fake web pages for Italian banks were set up. Other arrests were made in Valencia, Castellón and Italy.

A National Police operation in Málaga province has seized more than 1.5 tons of cannabis on a beach in Torrox and confiscated a further 250 kilos of the drug from property which the gang used as a store in Cártama. Twenty one people have been arrested.

Police sources informed Diario Sur on Tuesday that 13 gang members were caught in the act after they were seen bringing their cargo by boat to a beach near the Torrox lighthouse and unloading it into a waiting van. Another three people were taken into custody as they were returning to Málaga from Torrox and a fourth during the search in Cártama. The remaining four were arrested some days later during the course of the investigation.

It’s understood that the majority of the suspects are Spanish.

Three people have been killed in a collision between a tractor and trailer and a car in Granada. A member of the public called the emergency services at 6,20pm on Sunday night from the scene of the collision on the GR-9105 in Castril. The caller said there were people trapped.

When the emergency services arrived at the scene, between the 15 and 16 km point, they could only confirm that three people had lost their lives. They had all been travelling in the same car, while the tractor driver was unhurt.
The Guardia Civil investigation continues into the cause of the accident.

The DGT says that 37 people died on the roads of Spain during last week of bank holidays. There were 34 fatal accidents since the start of the traffic operation until 8pm on Sunday night.

Death of a Shropshire teenager off the coast of Spain in May was accidental, a coroner has ruled.

Eighteen-year-old Ethan Chant, from Weston-under-Redcastle, drowned while swimming near Huelva, west of Seville.

The court heard that precautions including lifeguards and warning signs were not in place because it was early in the season.

Coroner John Ellery said he would write to the Foreign and Commonwealth Office about the family's concerns.

Ethan, a former pupil of Thomas Adams School in Wem, was swimming with his older brother on 15 May when they both got into difficulties.

Ethan's father Shaun Chant told the inquest in Wem that he thought his sons would not have entered the water if warning signs had been displayed.

The court heard the brothers attempted to swim back against a strong current, but Ethan failed to reach the shore.

Helicopters, boats and police divers were sent out to search for him.

His body was discovered two days later on a beach at Punta Umbria.

The number of people leaving Spain to look for work is now greater than the number of immigrants who arrive in the country in search of a job.

The National Statistics Institute, INE, has calculated that half a million people have left Spain this year, of whom more than 50,000 are Spaniards. Meanwhile the number of immigrants to arrive in 2008 and 2009 was down by more than 50%. The general sub-director of the INE considers that the exodus will continue until 2020.

This year 450,000 people are expected to arrive in Spain, compared to the 580,850 who will leave the country in search of a job.

This is a far higher proportion than in the other countries of Western Europe.

Obesity levels in the UK are far worse than Germany, Italy and France

British men are doing almost as badly, with more than one in five classed as obese, according to the authoritative figures.

Experts are especially concerned by the young age at which so many women here are developing serious weight problems.

A disturbing 16 per cent of young women aged 18 to 24 are obese – up to 16 times higher than many other European countries where the rate is between 1 per cent and 3 per cent.

Young men are doing better, around 6 per cent are obese, but a worrying one third of men aged 45-64 are obese in the UK.

The deeply troubling figures are contained in a report from Eurostat, the EU’s statistics agency, which compares obesity levels in 19 countries from 2008/2009.

Only the U.S. and Ireland, which are not included in the league table, have higher obesity rates in the developed world.

The latest table shows that only the former Soviet states of Latvia and Estonia – where one in five women is obese – approach the UK’s unenviable league-topping figure of 23.9 per cent. Women in Malta are catching up fast with rates of 22 per cent.

Fifteen per cent of women in Germany are obese, while they are slimmer still in France (12.7 per cent) and Italy (9.3 per cent).

The report says it is ‘particularly significant’ that a third of men in the UK are obese between the ages of 45 and 64. Overall, 22 per cent of British men are obese – and twice as many are overweight, say experts.

Neville Rigby, director of policy and public affairs at the International Obesity Forum, said the British led the field in obesity – but in almost all developed countries two-thirds of adults are overweight or obese.

‘Levels of fatness are increasing all the time,’ he said. ‘They go from overweight to obesity and affect more than 60 per cent of adults in most countries.

550 kilos of cocaine hidden in bananas intercepted in Algeciras

The drugs were hidden in the plastic linings inside the cardboard boxes containing the bananas, found in containers which had come from Ecuador. The drug runners benefitted by the quicker customs procedures for fruit. 11 people have been arrested in Madrid, including the alleged head of the gang. The police investigation started in the middle of last year as a group of Ecuadorian and Colombian men who were planning to send a large amount of cocaine from South America to Spain were uncovered. The members of this gang had top security measures to avoid detection by the Police. Thanks to the methods discovered in that organisation, with the drug hidden in the plastic, it has been possible to make these latest arrests.

Five injured in Canary Island Hotel gas explosion

Five people have been injured, four of them seriously in a gas explosion in a hotel in Gran Canaria. The propane gas escaped during transfer of the gas from a tanker to the Hotel Cordial on the Playa de Mogán and caused an explosion which led to a fire. Five people were affected by burns, four of them are reported to be in a very serious condition, according to the emergency services coordination centre. Four of the injured are workers from the hotel and the fifth is a foreign tourist. The driver of the gas tanker escaped unhurt as he was on the other side of the tanker when the explosion happened. 1,000 tourists were evacuated from the hotel after the blast. They will be allowed back after fire experts have inspected the building. The emergency services were alerted just after 9am on Wednesday, and they immediately sent a medical helicopter, five ambulances and a rapid intervention vehicle to the scene.

When I moved it was April Fool’s Day, I was 22 (about to turn 23), had filled my easyJet baggage allowance with everything I may need for a new life (one plate, one saucepan…) and spent a very lonely two weeks living in a hotel waiting for my Spanish national insurance number to come through before I could start work.

Other overriding early memories are of a Costa on a high. I started in-house at a real estate agency, we had 200 odd staff, were selling 200 odd properties a month, had a fleet of logo-ed cars that almost filled the underground car park, Puerto Banús was buzzing with energy and youth and you had to literally fight to get a rental property.

Why do you think you've stayed where other people have come home?

Like my father, I am a stubborn sod. I remember vividly setting myself a timeframe of one year and within that year I was not allowed to return to the UK and risk facing anyone saying “I told you so”. Year one was tough, there were times when I thought I had made a mistake, but I would always remind myself that it’s better to have a bad day in the blazing sunshine on the beach than on a cramped train platform in the pouring rain.

Obviously, the fact that my career is stable has also helped. As a PR company we haven’t put all our eggs in a Spanish basket and in fact have clients spread across the globe from Brazil to Gibraltar. Had we been reliant on local business, we’d have closed long ago.

In terms of your business, was it difficult to get established in a new country? Was there a lot of red tape?

I have a philosophy that if I don’t know how to do something or am not very good at it, I get someone else to do it for me. You could call it laziness but if I can get a bilingual administration company to put my car through a Spanish MOT (ITV) without me leaving my desk, I will.

The same applied when myself and my (late) business partner set up Purple Cake Factory. I was already a self employed autonomo and had an excellent bookkeeper and accountant in place. We let them handle all of the paperwork required to create an SL (limited company) and just rocked up at the notary on the appointed date – April Fool’s Day 2004 – to sign the paperwork.

I distinctly remember, as we were throwing various bits of the notary’s stationery out of the seventh floor window counting how many seconds each item took to land, saying to my late business partner Jake: “Are we grown up enough to run a business?” But it all came good in the end. Eight years on and I have the same accountant, the same bookkeeper and they still handle all of the red tape and bits involving numbers that I am rubbish at.

The Purple Cake Factory is such a fun name. What's the story/inspiration behind it?

Sadly the story isn’t as interesting as you’d expect… After I left the real estate agency, I became a sole trader and called my ‘business’ Purple Circle. I chose a colour and shape to make logo design easy and figured that both boys and girls like purple.

Jake came along into my life, and was also a sole trader called Cake Factory (‘Cake’ because a Danish colleague he was introduced to was convinced his name was Cake and ‘Factory’ as factories push out lots of work). We joined up, cut and shut and I lost the Circle.

I am delighted with the company name. It says we’re fun, don’t take ourselves too seriously, and it’s highly memorable.

You specialise in marine, property and travel. What do you like most about these industries?

I actually started out PR life in a real estate specialist PR agency in south London, so that industry was kind of chosen for me, but I have become quite the passionate property geek. In my 12 years in real estate PR, I have witnessed a fascinating cycle. London property launches, the Spanish overseas home boom, the desperate switch to emerging markets as Spain faltered, another switch into repossessions and curious ‘green’ schemes and now a return to basics.

My client portfolio now only has one emerging market, Brazil, which is verging on the established now, and the rest is a reassuring Spain, UK, Gibraltar, Florida mixture.

Travel is a close cousin of property. Many of the things that affect an overseas holiday home market (airline routes, climate, golf courses, beaches) are exactly the things that define travel. It’s not a difficult sidestep to make.

As for marine, well, if you live in Marbella as I did for seven and a half years, you are surrounded by estate agents. If you live in Majorca as I have now done for two and a half years, you are surrounded by people earning a living from boats – chandlers, captains, charterers, guardiennage, brokers. It’s impossible to avoid. And if one of the perks of PR-ing a marine business is plenty of days afloat, bubbly in hand, I’m certainly not going to turn it down!

Mallorca is an enduringly popular choice for Brits, both for holidays and working abroad. What do you like about the area?

I developed a severe seven year itch with Marbella and ‘where next’ was a toss-up between the UK and a place from my youth – Majorca. Two and a half years later it was the right decision.

As a family we’ve had a holiday home on the Island since 1984 and I have fond memories of extended summer breaks splashing in the sea, watching Mallorquin dancing in the countryside, taking horse and carriage rides around Palma, eating platefuls of paella and getting stuck in the springs of a collapsed camp bed.

What’s not to like about Majorca? It is absolutely idyllic and, cheesy but true, does have something for everyone – golf, beach, mountains, bays, coves, marinas, nightclubs, haute cuisine and a proper Barcelona-esque capital city.

Any advice for people considering a move to Spain?

Unless you adore rain, crippling traffic, high prices, miserable faces, deserted high streets, mindless crime and a sweaty armpit in your face on the Tube – I thoroughly recommend a move to Spain. No, it’s not Shangri-La, you will have bad days here just as much as you will have bad days in England, but I can guarantee you many more smiles in Spain. However, I would kill for a proper English country pub and newspapers replete with all their colour supplements.

Thomas Cook is running low on cash and has begun talks with its banks, in an effort to increase its borrowings to tide it over the slow Christmas season.

Shares in the tour operator fell by more than three quarters on Tuesday morning after it admitted that trading has "deteriorated" in recent months. It is now seeking to borrow more in the short term, and has postponed the publication of its financial results until the talks are concluded.

Shares in the company, which abruptly lost its chief executive three months ago, tumbled by more than 75% to 9.3p at one stage.

Tour operators tend to run low on cash in the slower winter months, but even so, the news stunned the City. Only last month, Thomas Cook said it had agreed a further £100m in short-term funding from its banks explicitly for the winter lull.

A spokeswoman said that discussions with banks were merely a "prudent" and "pro-active" move. Thomas Cook still has cash in the bank, she said, but wants to be prepared for any unexpected shocks over Christmas. All customer orders are protected by the ATOL protection scheme and equivalent programmes, she added. "Thomas Cook still has cash on the balance sheet, but because conditions have deteriorated further [since October], particularly around trading, some of that extra funding has been used up. Thomas Cook feels it needs more headroom to be prudent," she said.

Interim CEO Sam Weihagen added: "It's business as usual. We are trading within all out business, and financial, covenants, we have all the protection in place like any other travel company, and customers should not worry at all."

The company is seeking roughly £100m more in its latest talks. It made the decision to renew talks with banks on financing after realising the scale of the recent downturn in an internal trading update meeting yesterday.

Spain plans to inject as much as 1 billion euros ($1.35 billion) of capital into Banco de Valencia SA, the latest of seven lenders to be either seized or taken over by the central bank. A state rescue fund, known as FROB, will administer the Valencia, Spain-based lender and provide it with a 2 billion- euro credit line, the Bank of Spain said today in a statement. The central bank removed the administrators of Banco de Valencia at the request of the lender’s board, the regulator said. Banco de Valencia is the latest lender to fall victim to a property crash that has piled up 176 billion euros of soured assets on the books of Spanish banks. Mariano Rajoy, who yesterday won Spain’s general elections, has pledged to speed up a clean-up of the country’s banks that has so far cost 17.7 billion euros. “We know that Spanish banks are under pressure to provision their real estate losses and raise capital and those that can’t are having to go to the government,” said Daragh Quinn, a banks analyst at Nomura International in Madrid. The Bank of Spain said that it decided to remove Banco de Valencia’s managers after determining that “it had not been able to adopt the measures necessary to assure its viability” and having written to the bank demanding an “urgent and definitive solution for its situation.” The lender’s board notified the regulator today that it hadn’t been able to find such a solution, the central bank said. Bank Rescues In July, FROB took over Caja de Ahorros del Mediterraneo, an Alicante-based savings bank group that last week disclosed a nine-month loss of 1.73 billion euros as its ratio of defaults to loans jumped to 21 percent. The first bank seized was Caja Castilla-La Mancha in 2009. Banco de Valencia, which has 24 billion euros of assets, said earlier this month it was under inspection by the Bank of Spain and would need more capital. The bank’s ratio of bad loans to total lending was 6.99 percent at the end of June compared with 4.97 percent a year earlier. The lender had a core capital ratio of 7.36 percent, below the 8 percent minimum requirement set by the government for publicly traded banks. The lender is 27 percent owned by Banco Financiero y de Ahorros SA, the holding company that controls Bankia, Spain’s third-biggest bank. Bankia was formed from the merger of seven savings banks led by Caja Madrid. Three Measures The takeover of Banco de Valencia “wouldn’t have a significant impact” on its solvency, BFA said in a filing to regulators in Madrid today. Jose Luis Olivas, a former head of the Valencia regional government, resigned his posts as a vice-chairman in charge of company stakes and board member of Bankia, Bankia said in a filing to regulators today. He also gave up his posts as vice- chairman and board member of BFA, Bankia said. The takeover of Banco de Valencia follows the seizure of CajaSur in 2010 and CAM four months ago. The Bank of Spain also took over banks run by CatalunyaCaixa, Novacaixagalicia and Unnim in September after they failed to meet a deadline to raise more capital. Banco de Valencia, the first commercial lender to be taken over by FROB, has slumped 77 percent this year in Madrid trading, cutting its market value to 365 million euros. The rescue fund has previously taken over savings banks or lenders linked to them. “There are three measures they should announce immediately: eliminating impaired assets and valuing them at market prices, the labor market overhaul and measures to tackle the deficit,” said Fernando Fernandez, a professor at IE business school in Madrid and a former IMF economist, referring to Spain’s new government.

Prison for man who left €5,000 bill at Marbella hotel

A MAN has been sentenced to a year in prison for failing to pay a bill of more than €5,438 at a luxury Marbella hotel. He had been staying at the Marbella Club on the Golden Mile for a week in September 2003 and during the stay, used different services which amounted to €5,438, which he left without paying. The hotel made a formal complaint but the trial wasn’t held until this year mainly due to difficulties locating the man. He admitted that he has stayed at the hotel but had refused to pay the bill because he thought it excessive for the services he had received. His lawyer maintained that he attempted to reach an agreement with the hotel, which the manager claims that he had shown no intention of paying, and that until the day of the trial, when he handed in €3,349, he hadn’t received any money from him. The judge considered that the man had intended to commit fraud and he was sentenced to two years in prison and the payment of the bill plus interests. He appealed, and Malaga Provincial Court, although maintaining that he intended to commit fraud, reduced the sentence by one year because he had attempted to repair some of the damage by bringing a large part of the money he owed to the trial to give to the hotel.

FURIOUS expat hauled off a flight by police over an unpaid dental bill is suing the dentist for making false accusations.

Bjorn Limbourg, 30, from Estepona, was marched off a flight from Malaga by two officers in front of stunned fellow passengers.

He was then handcuffed and questioned over allegations that he owed 500 euros.

But after being interrogated for five hours, the bartender – originally from Belgium – was released without charge, with police claiming that it was a civil matter.

Limbourg insists the bill has been paid and is now taking legal action against the Marbella-based dentist for making false accusations.

“I’m really angry about the whole situation,” Limbourg told the Olive Press.

“The first I knew of any complaint was when the police confronted me.

“It was very humiliating to be taken off the plane in that manner,” added Limbourg, who had been heading to Thailand to find bar work for six months during the Spanish winter.

“This has cost me 800 euros on flights that I will have to re-book.

“Plus I am having to pay for a hire car because I had sold mine and am relying on friends to let me stay because I’m renting out my flat.”

Limbourg – who has lived in Spain for six years – worked in the same bar as the dentist’s girlfriend and briefly shared a flat with her.

He claims he paid dentist Dr. Sorin Cristea, of clinic Dental Marbella, via his girlfriend for a reconstruction and two fillings.

“I gave the money to her, as agreed, and she later told me that it was all sorted,” insisted Limbourg, who is demanding an apology and compensation.

When contacted by the Olive Press, Dr Cristea insisted that the bill was still outstanding.

“It is logical that you pay the clinic directly, not through a third party,” he said.

“The bill was not paid and the next thing I knew he had bought a one-way ticket to Thailand.

“The police had to release him because they said it was a civil case rather than a criminal one, not because of a lack of evidence.

“He is just making the situation worse. He hasn’t fulfilled his obligation to pay his bill and clearly has no sense of wrongdoing.”

The shiny Audis and BMWs that still line the narrow streets of Benalup are a reminder that this Andalucían country town once boasted the greatest number of luxury cars per head in the south-western province of Cádiz.

These days this charming place, set bull-rearing countryside inland from Gibraltar, holds a different kind of record: not only the worst unemployment rate in the country, but the worst in Europe.

"I don't know whether they can fix this," said 19-year-old Juan Carlos Gutiérrez, one of hundreds of young people who dropped out of school and now drift between part-time work, training courses and the dole queue. "I've picked asparagus and worked in a packing factory, but the jobs never last. The future is screwed."

"Everyone our age is out of work," agreed Nora Pérez, 22, as she waited for the hearse bringing her grandmother to her funeral in the picturesque square of Our Lady of Perpetual Help. "My father went to Germany when he was young. Our generation may emigrate as well. Some of my friends have already left."

A grey-bearded, bespectacled man grins from a campaign poster overlooking the tiny ornamental gardens and bandstand on San Juan Street and calls on the people of Benalup to "sign up to change". He is Mariano Rajoy, the conservative People's party (PP) leader set to become Spain's prime minister at the general election on Sunday.

Rajoy will inherit a country in crisis. Growth is zero and unemployment has hit 23%. In Cádiz province, one in three is jobless. In Benalup 1,500 adults are without work. In a country where 46% of the under-25s cannot find employment, Benalup's unqualified youngsters are getting desperate.

"Many got into debt when times were good, buying houses and cars and starting families," says Ricardo Jiménez, who runs the local branch of the Catholic charity Caritas. "Families are very close and help one another out, but we already help 80 families and more come every month. Some are asking for help to feed their babies," he said. That means almost 5% of the town needs church handouts.

Others are handed money by the town hall or given whatever jobs local politicians can invent. "If we have to dig a ditch we do it by hand, rather than with a digger, because that way we employ more people," said councillor Manuel Moguel.

When Luis Moreno, 23, left school five years ago there was no need to worry about finding a job. All you had to do was walk on to a building site. "It was very simple," he says.

Now he receives €526 (£450) a month to attend a training course designed to turn a dozen locals into graphic designers, though design jobs are not plentiful in Benalup. "We have to learn new skills," he says. He is one of the lucky ones. Courses like this are heavily oversubscribed.

As markets demand ever higher interest payments for lending Spain money, and the European Union instructs its politicians to slash its deficit, public money is drying up. Yields on Spanish debt have now overtaken Italy's and soared to the same levels at which Greece and Portugal needed to be bailed out. And if Spain – a much larger economy – fails, then it may bring down the euro.

Spain's biggest problem remains the money owed to banks for property or land bought during a decade-long boom fuelled by cheap credit. The rows of unsold new homes in Benalup are evidence of Spain's housing bubble, which burst in 2008, leaving 700,000 unsold new houses on the market.

By 2004, more than 80% of Benalup's labour force worked in construction, building homes or holiday apartments along the nearby Mediterranean coast.

"Kids left school at 16 because they could earn €3,000 a month working a three-and-a-half-day week," says Moguel. "I had university-trained engineers working in my company who were earning less than that."

As money poured into people's pockets, the number of banks in town doubled. La Caixa, a newly arrived savings bank, started a local lending war – its manager winning awards. "Kids were buying houses and cars with the loans. And those who already had a house bought another one," says Moguel.

Now the town is plastered with "For Sale" signs from Servihabitat, the real estate branch of La Caixa, which is repossessing properties – though owners must still pay off their full debt after homes have been taken away. "That's unfair. You can't have a bank saying your home is worth €180,000, lending you the money and then repossessing it at half that price," says Moguel, a Socialist. He is uncomfortably aware that Spain's torrid affair with speculative capitalism happened largely on the watch of the Socialist government led by outgoing prime minister José Luis Rodríguez Zapatero.

Even in Benalup, where the Socialists once won 90% of the vote and which still remembers the bloody suppression of an uprising by local anarchists in the 1930s, the vote is now sliding to the right. "It used to be tough in this town to be from the People's party, but we won 43% of the vote at municipal elections in May," says Vicente Peña, a 40-year-old veterinarian who heads the party's local branch.

Peña delivers the same diagnosis of Benalup's ills as his Socialist opponents. "Too many people dropped out of school to become bricklayers. They can't even write a sentence properly."

Vicente Ruiz, owner of the El Buyí bar, will vote for Rajoy. "When Caritas is the biggest employer in town, things are really bad," he says. "It is shameful to have to ask for charity. What we need is a Mrs Thatcher."

Public money is being spent on silly projects, clients in his bar agree. "I've had 60-year-old women coming to bricklaying courses," says one, Nicolás. "It is ridiculous, but they each get their own overalls and hammer."

Peña says that, among other things, people will have to go back to the land. But even there things are going badly. Local horses, bred at stud farms set up as a trophy hobby by nouveau riche local builders, are now being sacrificed for meat and exported to dinner tables in northern Spain.

Pura Raza Española ponies are going for €150. Even fighting bulls are on the decline. "Town halls subsidised many bullfights," says rancher Salvador Gaviria. "But now they have no money, so the market is sinking." The number of bullfights across Spain has fallen by a third as a result.

Benalup is too far inland from the beach to attract tourists. A golf resort set up by a Belgian company, Fairplay, is said to be struggling. The Hotel Utopia, a boutique-style establishment that opened recently, was almost empty this week.

Spaniards hope Rajoy, who has been deliberately ambiguous about his austerity programme and liberal reform plans, can fix their problems. "If changing to Rajoy is going to solve everything, then why haven't the markets – which know he is going to win — shown they trust him?" asks Moguel.

Rajoy will come under immediate pressure to reveal how he plans to square a budget that needs some €41bn of savings next year. Those must come on top of austerity measures already imposed by Zapatero, who cut civil service pay and froze pensions.

Alberto Ruíz Gallardón, PP mayor of Madrid and a probable minister, has called on the socialists to hand over power quickly. "It could be dangerous to prolong the caretaker period," he says.

But parliament does not meet again until 13 December and it may take another fortnight to appoint Rajoy formally. Even if he takes over immediately, jobs are unlikely to reappear in Benalup.

Fortunately it retains the Cádiz tradition of laughing at adversity. Benalup's carnival musical groups are already practising the typicalchirigota songs that parody the powerful. Rajoy, Angela Merkel and the European Central Bank can all expect to feature in them by the time carnival comes around in February.

British bonds win 'safe haven' tag in eurozone debt storm

British government bonds are attracting strong support, in sharp contrast to their troubled eurozone peers as investors seek a safehaven from a debt crisis now spreading to Italy, Spain and even France. British government bonds, or gilts as they are known, are in huge demand largely because the Bank of England is buying them up with newly-created money that it hopes can in turn be used to stimulate an anaemic economic recovery, analysts say. But investors are also reassured by the British coalition government's determined efforts to slash state debt and avoid the severe troubles that have snared the crisis-hit eurozone trio of Greece, Ireland and Portugal.

The PP mayor of El Ejido in Almería, Francisco Góngora, has criticized the "negligence" of the former government team and announced that the city council are to begin legal proceedings against the promotions company who were to stage a concert by the Rolling Stones in 2006.

Following the findings of "many irregularities" in the case, the council are now seeking to claim a total of 2,251,000€, which they feel they are owed, in view of the cancellation.

The announcement was made at a press conference in which Francisco Góngora claimed that there was a “contractual obligation” by the promoter to ensure that the concert went ahead and that even if the company were insolvent, then they would seek recompense from the individuals responsible for the incomplete commitment made to the previous government team.

Information indicates that there was a contractual clause that stipulated that insurance must be provided that should the concert be cancelled, then the promoter would be able to repay any money owed, in full, through an insurance claim. It is believed that this insurance was never provided.

Although some money is said to have been returned, it was only about half of the 4.176 million euro that the city had paid for the organisation of the concert.

There also appears to be a lack of information as to where the money actually went and who might be accountable for the cash given to the company by the council. There have also been allegations made that this whole case could be part of a much wider campaign of both political and corporate corruption.

Now, reviewing the clauses of the original contract, it has been found that the rights to claim the money back would expire after 15 years.

Góngora, also stated that there were economic losses of 2.6 million euro recorded after the second concert by the Rolling Stones in El Ejido held in 2007, which were due to "mismanagement" whereas the projected ticket sales were calculated at 60,000 attendees, but only 20,000 tickets were actually sold.

Referring to the award of the second contract by the previous council, Góngora stated that "despite the failed previous contract they rehired the same company for four million euro of which they did not deduct anything owed," continuing that he considered the failings to be down to the complacency of the previous PSOE government.

The Ministry of Interior for Andalusia had already imposed a 60,150 euro fine on the organisers for breaching the rules on show cancellations in failing to return ticket money within the maximum four days which is set out by the governing body. In actual fact, it took several weeks for the organisers to return the money raised on the 50,500 tickets sold for the cancelled concert.

The way they operated was by one of them asking people over the age of 65 for directions to distract them while taking their belongings, or in other cases, they would offer to sell them cheap jewellery which they put on them while removing the valuable items they were wearing. They travelled in high-range vehicles all over Spain and chose small towns, isolated areas, and locations surrounding homes or centres for the elderly. On some occasions if the victim resisted, they would take the jewellery by force and had knocked down some of the victims.

ONE of Europe’s most powerful hashish smugglers was arrested in Estepona, National Police said. The arrest of the 33-year-old man was part of an operation against drug traffickers based in Huelva in which more than 3,620 kilos of hashish were seized from a pneumatic boat at a shipyard in Isla Christina, Huelva. The two men on board were dressed as Guardia Civil officers so as not to arouse suspicion. They were arrested along with eight others. The criminal organization smuggled drugs to Spain via Malaga and Huelva from Morocco. Two days later, National Police the leader of the organization, who had a prison order against him from 2010 for drug-related crimes, was arrested in Estepona. He is considered by police to be one of Europe’s most powerful drug barons. In the operation, police seized 100 mobile phones, documents, three computers, four vehicles, a jet-ski, a motorbike, two satellite phones, six GPS devices and €27,000 in cash. The documents led to the arrest last month of a Guardia Civil officer who allegedly provided the gang with information on vehicles and their owners.

The World Bank today approved $297 million in loans to Morocco to help finance the Ouarzazate Concentrated Solar Power Plant Project, taking a historic step toward realizing one of the first large-scale plants of this kind in North Africa to exploit the region's vast solar energy resources. With this approval from the Bank's Board of Executive Directors, Morocco takes the lead with the first project in the low-carbon development plan under the ambitious Middle East and North Africa Concentrated Solar Power (CSP) Scale-up Program. A $200 million loan will be provided by the International Bank for Reconstruction and Development, the part of the Bank that lends to developing country governments, and another $97 million loan will come from the Clean Technology Fund. "The World Bank is proud to provide the financing needed to make this large-scale renewable energy investment possible," said World Bank Group President Robert B. Zoellick. "Ouarzazate demonstrates Morocco's commitment to low-carbon growth and could demonstrate the enormous potential of solar power in the Middle East and North Africa. During a time of transformation in North Africa, this solar project could advance the potential of the technology, create many new jobs across the region, assist the European Union to meet its low-carbon energy targets, and deepen economic and energy integration in the Mediterranean. That's a multiple winner." The 500 megawatt (MW) Ouarzazate solar complex, as the first power site, will be among the largest CSP plants in the world and is an important step in Morocco's national plan to deploy 2000 MW of solar power generation capacity by 2020. The World Bank has supported Morocco's national Solar Power Plan since it was launched in 2009 and is now making this significant loan to co-finance the development and construction of the Ouarzazate Project Phase 1 parabolic trough plant through a Public Private Partnership between the Moroccan Agency for Solar Energy (MASEN) and a private partner. Ouarzazate Phase 1 will involve the first 160 MW and will help Morocco avoid 240,000 tons of CO2 equivalent a year. The Ouarzazate project will also contribute to Morocco's objectives of energy security, job creation, and energy exports. As a regional frontrunner in clean energy, Morocco is rising to the challenge of its international commitments made in the last two United Nations' climate summits and under the "Union for the Mediterranean." "The Ouarzazate first phase is a key milestone for the success of the Moroccan solar program," said Mustapha Bakkoury, President of MASEN. "While answering both energy and environmental concerns, it provides a strong opportunity for green growth, green job creation, and increased regional market integration. FIVE members of a British family have been arrested for stealing 156,700 litres of diesel oil from a Malaga pipeline. The highly-organised team are alleged to have used their plumbing knowledge to puncture the pipe and set up hidden hoses leading to their rented finca in nearby Campanillas. In early October oil company CLH noticed a drop in pressure in the pipe supplying Malaga airport and filed a complaint with the Guardia Civil, who immediately launched operation ‘Rudolf 2011’ to catch the thieves. Police located the leak and discovered a hut hiding the extracting devices. They traced the pipes to the Campanillas house where they arrested a man who was controlling the device. They also discovered a 500-litre capacity van connected to the supply with a hose. Later they arrested four more members of the family of thieves, who it is thought planned to sell the fuel on illegally. The Guardia Civil have said this is the first case of its kind in Andalucia. Rudolf 2011 will now investigate whether the group is part of a larger criminal organisation. Worryingly, much of the oil had leaked onto the ground through holes in the clandestine system, which was made using a high-pressure tap and household plumbing equipment.

Hundreds of kilos of cocaine were stolen from Málaga port last weekend, and some reports speak of as much as 600 kilos.

The drug had been impounded by the courts and the thieves took down the security camera system and forced the locks on the door with a thermal lance to obtain access to the warehouse where it was stored. The store contained drugs from several police operations on the Costa del Sol and from elsewhere in Andalucía.

La Opinion de Málaga reports that the warehouse in the port was top secret, and located just 300m from the Guardia Civil barracks. It could well be the largest ever theft of its type in Spain with the drugs having a street value of 30 million Euro. There was also a large amount of hashish and other substances in the warehouse.

The warehouse is reported to often have been full because of the small capacity of the ovens used to destroy the drugs. It’s security is the responsibility of the National Police, although its understood they had

The man who was arrested for a fatal shooting in Mazarrón on Sunday night, killing one man and seriously injuring a 16 year old boy, was serving time in prison for another crime when it happened. It’s not yet clear if he was out on a pass from the prison or had escaped and was on the run. The news came from the central government delegate for Murcia, Rafael González, on Tuesday, who said that the un-named suspect, a man from Tarragona, will be assessed by a psychiatrist for any mental health problems. It’s understood that the Civil Guard have found the murder weapon and believe the suspect may have had a second gun. A woman he stayed with at a local hotel just hours before the shooting is also under investigation, as is any connection he may have had with the man he killed. The teenager who was out walking his dog in a local park when he met the suspect by chance remains in a critical condition in hospital with a bullet wound to his head.

A 65 year old woman, Mari Carmen Mesa, who has finally died from a stroke in Barcelona has been revealed to have visited four different hospitals in the region before finally being correctly diagnosed and operated on. She was a total of 65 hours waiting for attention.

The case is being highlighted as an example of the effects of the deep cuts in the health service in Cataluña.

Her daughter, Natalia Fuentes, has said that she will be taking legal action against the manager and the chief of service in the neurological department at the Vall d’Hebron hospital in Barcelona following the poor attention and treatment received by her mother.
Both the hospital and the Generalitat regional government deny that any medical negligence has taken place.

Meanwhile more than 1000 health workers in the region have written to the Cardinal Archbishop Lluis Martínez Sistach to make a statement about the policies of the Artur Mas Government. The health workers think that the church should implicate itself against the spending cuts, describing it as their ‘moral obligation’.

PP Mayor, José María García Urbano, says in that way fines can be collected as soon as possible. Known locally as campitos such property is being seen as a good way to raise funds over the next three years.

The plan is accompanied by a greater real estate inspection, and a more rigorous application of planning laws will be seen, but with the intention of legalizing all the property in the municipality. There has been some controversy over the law in the last few weeks following the revelation that much of the legislation has been copied word for word from León City Hall legislation.

Bolivian man who has not been named died on Sunday night after being shot in the chest in Mazarrón, Murcia, and a second man was seriously injured by a shot to the head. Protección Civil say that local police from Manzarrón managed to arrest the alleged shooter, and the investigation has been passed on to the Guardia Civil under reporting restrictions. It happened in Avenida Constitutción at 11pm when several residents heard the shots and called the emergency services. When the medical units arrived at the scene they could only confirm the death of a man who was lying on the ground after being shot, and then some minutes later and 400m away they found another man, also suffering from gunshot wounds to the head. The second man, who is reported to be a tramp and who met with the shooter by chance, was rushed to the Virgen de la Arrixaca Hospital where he is reported to be in a critical condition in intensive care. The Government Delegate, Rafael González Tovar, has said that several lines of investigation are open in an attempt to establish the motive for the shooting. In a separate incident in the Zabalbide station in the Bilbao Metro a man has died after being stabbed. The aggressor also attacked another six people before being arrested by the Municipal Police. It happened at 0945 Monday morning at the entrance to the metro.

A BLACKPOOL man has been arrested for allegedly being part of a £250m international cocaine smuggling racket.

Police, acting under orders from the Serious Organised Crime Agency (SOCA) – dubbed Britain’s FBI –swooped in the town to capture John Alan Brooks.

The 60-year-old, who is originally from Blackpool, but has been living in the Marbella area of Spain, was found at an address in Marton.

His arrest comes as part of a major investigation which was launched in 2008 when a 1.5 tonnes shipment of cocaine was seized off the coast of Ireland.

The luxury yacht Dances With Waves was carrying drugs with an estimated value of 300m euros or £250m.

Naval officers boarded her after she got into trouble 170 miles off the south west coast of Ireland.

Brooks is known to have had addresses previously in both the Commonedge Road area of Blackpool and in Lytham and St Annes.

It is believed he was visiting family members in Blackpool when police moved in.

A spokesman for SOCA confirmed: “A man allegedly linked to a plot to smuggle 1.5 tonnes of cocaine into the UK on board the boat Dances with Waves was arrested as part of a Serious Organised Crime Agency investigation.

“John Alan Brooks has been charged with conspiracy to import cocaine.

“He is originally from Blackpool, but has been living in the Benahavis area of Spain,

“He appeared at Birmingham Magistrates Court on Monday. He has been remanded in custody and is due to appear at Birmingham Crown Court this coming Monday.”

The drugs seizure was reportedly the largest in Irish history when it was made in November 2008.

Dances With Waves – a 60ft ocean-going yacht – had set sail from Trinidad and was heading for the UK when it got into difficulties in stormy weather.

It was reported 70 bales of cocaine were on the verge of capsizing when Naval officers moved in.

Authorities were forced to board the ship in “horrendous weather conditions” to prevent evidence being lost in the seven-metre swells.

Experts said although the yacht could travel at high speeds, it was not designed for rough weather.

Under armed guard, the crippled yacht was sailed to Castletownbere, west Cork, where plastic-wrapped bales which filled the hull were unloaded and stacked on the quayside.

n Philip Doo, 52, from Brixham, David Mufford, 44, of Torquay, and Christopher Wiggins, 42, with an address in Spain’s Costa del Sol were arrested on the yacht.

They later pleaded guilty to possession of cocaine with intent to supply.

They also dismantled the mechanism of purification of the pool. On one visit she saw various holes in the roof, dismissing it as pure vandalism. What she did not know was that vandals were trying to determinte the material of the roof beams. When iron was found they proceeded to disassemble them one by one to take them and sell them as scrap. By removing the beams the roof collapsed leaving only the walls. But there was something else to steal. In one of the last visits the son of the family saw how someonehad been removing bricks one by one, cleaning and stealing them. What was once a beautiful holiday home is now only a heap of rubble and a hazard.

Inaki Urdangarin - the husband of King Juan Carlos and Queen Sofia's youngest daughter Infanta Cristina - is suspected of misappropriating cash paid into an NGO.

The former handball player now faces a possible interrogation by investigating judge Jose Castro and risks causing huge embarrassment for the royals.

It is claimed that his non-profit company, Instituto Noos, was given an enormous 2.3million euros (just under £2million) by the Balearic Islands’ regional government to organise two conferences on tourism and sport in 2005 and 2006.

The judicial investigation is looking into whether the bills for the events were inflated and if the money ended up in private companies run by Urdangarin, who is Duke of Palma, the capital of Majorca.

Urdangarin, 43, left Instituto Noos in 2006, months after the exorbitant sums paid by the Balearic government were revealed by the Socialist Party.

He said today: 'I cannot comment about on-going judicial proceedings.'

The prosecution claims Urdangarin and his associate Diego Torres created a network of societies with which they diverted public and private funds received by Instituto Noos.

Named by El Mundo newspaper as 27 year old Ioan R., he fled to Spain after a Portuguese court sentenced him to 15 and a half years in prison for the death of a woman in 2005. The victim was smothered to death in her bed during the course of a robbery.

The wanted man was traced to the Axarquía district of Málaga province and was arrested near a bar in Torre del Mar on November 4. He has now been transferred into the custody of the National Court for extradition to Portugal.

Nilo Case has reached court in Málaga, judging the largest ever swindle carried out mostly by Nigerians who sent out letters to try and capture their victims. Under the scam thousands of letters were sent from Málaga around the world, informing their recipients that they had won a prize in the Spanish lottery, and calling for them to pay a management fee so they could receive their winnings. There are 247 known victims of the fraud from Belgium to Australia and in the United States and even the UAE. The network collected 2.98 million € in ‘management fees’, via phone booth businesses on the Costa del Sol. 168 people from 14 countries were accused in the case, but the procedure was deflated somewhat on the first day on Wednesday when 55 of the accused could not be located by the court to serve them with the summons to appear. Of the 113 remaining, plea bargains were established with 87 to give them 23 months and 15 days in jail and a 1,800 fine each. That means that if they have no previous record, they will not have to go to prison, just having to pay the fine. Another group of just 16 refused to accept the plea deal, which implies them admitting their guilt, and they will be called back for the oral hearing of the case which will start on December 15. During the instruction of the case 84 people found to be in Spain illegally were deported back to Nigeria.

The Civil Guard have asked for help from the public in identifying a body which was found floating in the waters of Tarragona Port at the end of October.

The deceased is a man aged between 55 and 65, 1.60 metres tall, with short greying hair and a beard. He was wearing blue Lois jeans when he was found, with a white vest, a blue T-shirt with the words ‘Out One Jeans’, a brown ‘North Face’ fleece, and brown Paredes sports shoes.

His body was found on October 31 and is thought to have been in the water between 10 and 16 hours.

Any member of the public with information on the man’s identity should contact their nearest Civil Guard barracks or call the central Civil Guard emergency number, 062.

A group of some twenty foreign residents of the Costa del Sol have denounced a fraud under which they could lose their homes. They have formed a platform to denounce a mortgage fraud which had the objective of getting large amounts of money which was then invested in financial havens such as Luxembourg or the Channel Islands. There were foreign victims, mostly all retired, along the entire Spanish coastline and on the islands, from the Costa del Sol to the Costa Blanca, Baleares and Canaries. The scam was headed by foreign banks and foreign financial advisors, nearly all from Denmark, who had been working for some years in Spain, many without the correct authorisation of the National Commission for Market Values. They told the foreigners purchasing property that they had to get a mortgage as otherwise they would be hit with high Spanish taxes. The sales patter for these inverted mortgages claimed that residents’ homes were in danger from the Spanish taxman, claiming Spain would claim between 70 or 80% in succession tax. In effect the scheme invited the foreigners to defraud the Spanish Hacienda tax authorities. The lawyer representing those affected in Málaga, Antonio Flores, from Lawbird in Marbella, said the victims signed up for ‘predatory mortgages’ which offered the possibility of mortgaging their homes for nearly five years at a value above the level of the official appraisal and investing the money outside Spain, mostly in Luxembourg, in order to obtain a profit which covered their costs and gave them an extra payment. Some 800 contracts for the scheme were taken out between 2004 and 2009, and now the foreigners’ platform on the Costa del Sol is appealing to the National Court that those contracts be declared null and void. The total fraud is estimated at 250 million €. The mortgages were signed in Spain, with Spanish notaries and the investment contracts were signed in offices which the financial agents had in Spain, or in some cases in the client’s home. Nearly all those offices are now closed and the financial agents implicated have abandoned Spain. The clients’ money went on the purchase of currency or bank bonds in operations which soon lost money, leaving many of them now facing the possibility of losing their homes.

The Civil Guard have arrested 18 members of a drugs network which had its main base in Bilbao and smuggled cocaine into the country from Colombia for sale on the Canary Islands.

They used drug mules to bring the cocaine into Spain on regular flights to Madrid, who were often made to practice before the trip by swallowing capsules containing a similar volume of flour. Once in Spain, the cocaine was cut at their base in Bilbao and sent on to the island of La Palma for distribution.

The suspects are 14 Colombian citizens, three Spaniards and another from Venezuela. They include six couriers, including two who were arrested in Colombia as they were about to board a flight to Spain and another at Lanzarote Airport. This last was found to be carrying more than one kilo of cocaine inside his body.

Eight addresses were searched as part of the operation, when 11 kilos of cocaine, 6 kilos of cannabis and 1.5 kilos of an adulterating substance were seized.

Man charged with strangling his wheelchair-bound wife in Marbella

MAN, 63, has been remanded to prison without bail charged with the death of his wife last month in Marbella. The 53-year-old victim had a degenerative disease and required a wheelchair. The couple had been together for 20 years and he took care of her, but in the past months, her condition had worsened and they were having financial difficulties. Her body was found in their home on October 2 and an autopsy revealed that she had suspicious fractures in her throat, which suggested she may have been strangled, although further tests will be carried out to confirm this. Her husband was taken to the National Police station for questioning and claimed that on September 30 he took some tablets and later saw that his wife had trouble breathing, but that when he went to perform mouth-to-mouth his arm accidentally pressed down on her neck and realized she was dead. He did not call the emergency services, but says that instead he took the keys to his van and began to drive with the intention of killing himself. He was involved in an accident with another vehicle that day and was taken to hospital.

Farmer dies after being attacked by jabalí

A farmer has died in Guadassuar, Tous, in Valencia after being attacked by a jabalí wild boar. Reports say the 60 year old man was working in his own orange grove when he was surprised by the beast. Miguel E. suffered injuries in the groin and was found with his blood over his hands and face according to witnesses who said it looked like he tried to defend himself from the attack. It happened last Saturday morning. Tous is a municipality where 90% of the population are hunters and nobody can ever remember anything similar ever happening before. The local police say the victim’s son reported that his father had phoned him on his mobile to say he had been injured, but when a neighbour arrived at the scene he was already dead. Reports indicate that he had earlier suffered a heart attack.

National police arrested a member of the Marbella Local Police force who was found shoplifting in a local commercial centre on Saturday. The man had tried to take a camera from the store. Municipal sources say the agent has already handed in his plaque and pistol, and is being suspended from his post without pay. Marbella Town Hall said they lamented the incident which they described as ‘totally isolated’.

The Malaya case investigating the widespread corruption in Marbella Town Hall, and with Juan Antonio Roca, the ex Municipal Real Estate Assessor, at the centre of the allegations, has moved on to the most interesting phase, as the Málaga court starts to investigate the bribes.

On Monday, some five years and seven months after his arrest, Roca has had to start to respond to the big questions at the centre of the case, the backhanders he allegedly received from real estate promoters in exchange for licences to build outside the PGOU urban plan. More than 50 people including ex Mayors and Roca himself are expected to declare in this section of the case.

The court considers that Roca was paid by 19 different companies between 2001 and 2006, a total of 33.3 million €. Among the big payers were Carlos Sánchez and Andres Liétor – 6.8 million, José Avila Rojas – five million, and the directors of Aifos – 4.8 million.

The Córdoba promoter Sandokán, who is now a councillor in the city, allegedly handed over 600,000 in exchange for town planning favours.

The prosecutor claims that despite not being elected, a politician or even a civil servant, Roca was the man who was running Marbella Town Hall following the motion of no confidence passed in August 2003 against the then Mayor, Julian Muñoz. Roca’s power, lubricated by bags of cash, saw all the councilors act as his subordinates.

Key to the prosecution’s case are a series of files found at the lawyers offices, Maras Asesores. The business was controlled by Roca and councilors and businessmen often met in their offices. Police found some files, in the power of Salvador Gardoqui, which are considered to be Roca’s secret accounts, showing the entry and exit of money, with the real estate section of the accounts showing a surplus of more than 17 million €.

In the court on Monday another one of the accused, Eusabio Sierra, admitted, following a plea bargain with the Anti-corruption Prosecutor, that he paid a 60,000 € backhander to Roca to speed up the Town Hall’s payment of a debt. His two year prison threat has now been reduced to six months as a result, which means he will escape jail by paying a fine.

The basis of Roca’s statement to the court today was that he was not in control of the Town Hall and that the now late Mayor, Jesús Gil decided absolutely everything, ‘above all in the areas of work, the economy and real estate’. Asked by the Prosecutor what his relationship was with the Marbella Town Hall, he replied that it was always via municipal companies.

However Roca did admit paying local councilors for their votes in the motion of no confidence against Julián Muñoz, and admitted to the judge that he was paid more than 3.5 million € in backhanders, which he described as ‘advice payments’ for projects developed in the town. He admitted that Construcciones Salamanca 740,000 € and said that Aifos, whose bosses are also on the accused bench, paid as much as 1.8 million €. He said that the accounting of Maras Asesores, was correct, and admitted that was the company he used to try and hide all his finances.

Three Gibraltar police injured in collision with Guardia Civil boat off Gibraltar

Three Gibraltar police have been injured after their boat was in collision with a Guardia Civil vessel in the waters off the Rock on Monday night. Spanish media say the collision took place in Spanish waters close to La Línea during a joint chase of drug traffickers who were in an inflatable craft. The fact the Gibraltar and the Spanish authorities were both chasing the drug traffickers showed that in this case there is no talk of any interference having taken place between the two. Spain has repeatedly requested clear protocols to be established to avoid accidents in situations such as this. The three men were injured as a result of the impact between the two boats, and were seriously hurt. All three had fallen into the water and were rescued by the Guardia. One man with a suspected head fracture was taken to La Linea Hospital but is now at St Bernards on the rock. The other two were taken to the Punta de Europa hospital in Algeciras where they were x-rayed and cleared of fractures. An investigation is underway and it is unclear at this stage whether the drug traffickers got away. The Royal Gibraltar Police vessel is reported to be extensively damaged, including its engines. It’s the latest of a chain of incidents between the Gibraltar Police and the Spanish Guardia Civil.

Waiter found guilty of killing Ukrainian call-girl in Mijas

THE man charged with killing and dismembering a Ukrainian call-girl in Mijas in April last year has been found guilty. The public prosecution was asking for 14 years for manslaughter and five months for desecration of the body. Alla Mefodova, 36, disappeared in Fuengirola, and police only recovered the remains of her hands. DNA tests confirmed they belonged to her. The man confessed that he had been out drinking on the night of April 5, 2010, and enlisted the services of a call-girl who identified herself as Bianca. It was the six calls he made to her phone which led police to him. He told the police they were together at his house for several hours during which they drunk a bottle of whisky and took cocaine. He claimed they began to argue, probably about money. He says that he fell asleep and doesn’t remember how the woman died, but admitted that when he saw she was dead, he went into shock, considering calling the police or committing suicide, but that instead, he took her personal belongings and clothes and burned them. Later, he bought a saw, cut her body into pieces and put them into bags which he dumped in rubbish containers in the area. He claimed to have fainted several times in the process. The waiter from Castilla-La Mancha had no criminal record and had never been accused of violent behaviour. Just a month earlier, Alla had managed to bring her 17-year-old son to Spain, after leaving him with her mother in the Ukraine when he was just seven years old. He and a close friend reported her missing.

Hotels have become the newest and most luxurious of flaunt-able accessories.

Fashion houses, celebrities and the anonymous super rich want to own them and the rest of us just want to say we’ve stayed there.

London’s newest and most fashionable hotel bling is Whitehall’s Corinthia Hotel: a shiny new bauble of a five star property ensconced in a hallowed vintage building that once housed the UFO wing of MI6 (it’s true, I heard it from the hotel’s concierge). The heart of the hotel is the dome-covered lobby lounge, dressed to the 9′s with a “Full Moon” chandelier by Parisian designer Chafik Gasmi. You want to talk bling; this baby has over 1,001 twinkling crystals winking seductively as government officials, embassy big wigs and arm candy girlfriends sip gin and tonics or take afternoon tea with cucumber sandwiches below.

Upstairs the rooms are lush, Frette linen-wrapped and full of fab extras like Hi Definition TV in the marble bathroom, super sleek electronic hook ups and my favorite: ESPA soaps, scrubs and shampoos in the walk in shower. ESPA fans will want to make a pilgrimage to the hotel just for the new ESPA Life SPA that covers four floors and includes an indoor pool, a vitality pool and–wait for it–an ice fountain.

Downstairs, the hotel’s two restaurants: Northhall and Massimo and the Bassoon Bar are abuzz with London’s Yummy Mummies, MP’s who work nearby and “Dragon’s Den”-like entrepreneurs who clearly feel the Corinthia is the fashion accessory of the moment. Dinining in Northhall is like a trip back in time to the glory days of the Empire with dishes on hand like Goosnargh Duck with Dauphinoise and Buttered Beans and St. Ives Seamed Lemon Sole with Cockles and Clams.

Notwithstanding all the shiny toys to play with, the Corinthia is grounded in luxe hotel 101: spot on service, quality product and a graciousness that reminds one of the old saying attributed to old school Ritz-Carlton staff: “We are ladies and gentlemen serving ladies and gentlemen.”

For here, in this sleepy, undeveloped valley is the still-standing Roman bathhouse, where it is said Caesar himself once bathed around 60 BC.

Having survived for over 2000 years, it is a privileged place to spend an hour and the perfect reminder of the rich heritage that has been left on the Andalucian coastline by a succession of marauding cultures.

Casares actually inherited its name from Julius Caesar, who is said to have ridden himself of a nasty skin complaint thanks to his visit to the Hedionda baths, which literally translate as ‘foul-smelling woman’.

But these days there is nothing foul about the classic ‘white town’, which was first shaped by the Romans and later the Moors, who inhabited the region for over 700 years.

Perched on a rocky outcrop and pouring down two sides of a ridge, this most spectacular of Spanish towns looks impressive from every side.

A photographer’s dream, few towns can compare in terms of subject matter.

Backed by the soaring peaks of the Sierra Crestellina, and views towards the Med and Africa, Casares is also blessed with fabulous walks and wildlife, including a colony of vultures and other rare birds, including eagles.

An enterprising company has recently produced an excellent map of the nearby walks, one of which ascends straight out of the village on a steep path into the verdent hills.

Up here the views stretch all the way to Gibraltar and Africa and you will find yourself completely on your own. Well apart from the odd sheep or goat.

In fact, the town is fast becoming known for its excellent goats cheese and yoghurts. Award-winning Quesos Crestellina produces a fantastic range of organic cheeses from its herd of 400 goats that spend the day up on the peaks.

A family-run affair which dates back over a century, owners Ana and Juan run a tight ship aided by their son Juan, who does all the marketing.

“We sell the cheese all over Spain and yoghurts to the local school, as well as the five star Finca Cortesin hotel,” explains Ana, whose shop also stocks some of the region’s best quality local produce.

Head up into the village for a general wander, in particular admiring the labyrinthine Arabic quarter, with its narrow streets and low rise houses. The most impressive part is the Alcazar (or fortress) at the top of the town, first built by the Romans and later strengthened by the Moors.

From here you have spectacular views and an attractive 16th century church that has been recently renovated.

On your way down take a look out for the street Calle Carrera, where one of Andalucia’s heroes Blas Infante was born. Infante, who was shot during the Civil War, was the man who planned, forged and declared Andalucian independence (in nearby Ronda, for history buffs), before being killed at the age of 41.

Nearby Manilva also has its fair share of history. This is clear from the huge expanse of ruins – much of them Roman – that lie, largely ignored, next to the fortress at Manilva port, known as Duquesa.

It is an interesting area, including a bath house, villas and a necropolis, most of which was discovered in the late 1980s, and which one hopes will be properly excavated in the near future.

The fort itself is well worth a poke around. Built in the 1760s to protect the town against continual incursions by pirates, it is incredibly solid and earnt its builder Francisco Paulino a title and the honour of commanding a cavalry company.

It is here where the town hall of Manilva has its archaeological team, which has recently been busy investigating an exciting Roman discovery in the town.

The substantial remains of a kiln dating back to 2AD are in a good condition and were found alongside a series of fragments of pottery.

It is thought the unique design may be the only existing example in Spain and could serve as further evidence of the town’s key role in exporting ‘garum’, one of the most popular products during Roman times.

Then known as Saltum, Manilva became famous for the delicacy, a pungent paste made from fish guts.

Exported to the Eternal City of Rome via boat, it needed to be stored in well-made pots, called amphoras. And it now seems likely that the recently discovered kiln may be where these were made on an almost industrial scale.

While the centre of Manilva is not of great interest, one of the things you cannot fail to miss is the large amount of vineyards clinging to the steep slopes that drop away from the town.

Mostly Moscatel, the vines are largely for growing grapes for raisins, although in recent years there has been an attempt to return to winemaking, with some astonishingly good dessert wine.

“We have seen a lot more people interested in buying the sweet wines over the last few years,” explains local shopkeeper Maria Esteban, who sells the wine, plus a lot more local produce from her unmissable shop Frutas Pascal y Hijos on a bend on the way into town.

The government was seemingly pleased to welcome the Livin' La Vida Loca star and, unusually, did not ask him to renounce his Puerto Rican or US citizenship.

Ricky is yet to comment on the reports, but the newspaper claimed he intended to tie the knot in Spain rather than one of the US states that allows same sex marriage, as he wanted to pay tribute to prime minister Jose Luis Rodriguez Zapatero's support for gay rights.

The singer surprised many of his fans when he came out last year by releasing a statement that read: 'I am proud to say that I am a fortunate homosexual man. I am very blessed to be who I am.'

Is Cognitive Behavioural Therapy really the answer to Britain's depression 'epidemic'?

So there are going to be even more CBT therapists - on top of the 10,000 we’ve already been promised, the Health Secretary has just announced plans to fast-track hundreds more. All these therapists are going to cost millions (around £250million). So what a waste it would be if the Government’s psychotherapy plans were founded on false evidence of what works. Throwing away taxpayers’ money wouldn’t be the worst of it. Think of the thousands of people suffering from anxiety and depression who would have their hopes raised then dashed. Luckily, despite what the doom-mongers are saying, that’s not what is about to happen. In fact, the Government’s plans are a once-in-a-lifetime chance to cure many of the one in six of us who suffers from these conditions. Sadly, such exciting possibilities are lost on some critics who rail against the type of therapy that will be offered - CBT. This treatment draws on the obvious truth that how we feel is inextricably linked to the way we think and behave. It isn’t remotely sinister and is rather simple - and it works. Many of my patients have been helped by CBT. Sally’s was a typical case. A 42-year-old mother of two, she had been depressed for a year. She tried to put a brave face on things, but knew it was affecting her kids, and that was breaking her heart. Looking at her thought patterns, it was clear that she believed she was a failure and couldn’t do anything right. This meant she had stopped trying to do new things and had become withdrawn. But when together we looked for evidence to support these negative thoughts, it wasn’t there. Despite thinking otherwise, Sally was a good mother and people liked being around her. But her depression had skewed her perception. We started to make a list and focused on these positives, and slowly Sally’s mood lifted. Eventually, she had the confidence to do voluntary work. This led to a further reappraisal of those negative thoughts and she began to see that she was far from a failure. That process, examining our thoughts, testing them against reality and finding a new, more realistic script lies at the heart of CBT. It is not about brainwashing people with positive thoughts; it is about replacing negative thoughts with more realistic ones. Of course, it doesn’t work for everyone. Lord Layard, the economist who’s the inspiration for this expansion of NHS therapy, thinks it will help half of all those who are treated. Some people just don’t take to its approach and others have deeper problems. Cost is, of course, a factor. CBT is quicker as it usually involves 16 weeks therapy, whereas other therapies tend to be open-ended and are, therefore, more expensive. Maybe cost shouldn’t be a factor, but it always will be. What about those other therapies, I hear Oliver James and others ask? The truth is, there is more evidence for CBT’s efficacy, and in an age of evidence-based medicine those other therapies will always be on the back foot. In any event, of course, in the modern NHS patients are supposed to be offered a choice. Here, I do have some sympathy with the scheme's critics. I think other therapies should also be on offer, and I suspect, over time and given local realities they will be. But I won’t have people undermining the Government’s plans. I have seen CBT work. It was CBT therapy, in 1998, that first made me hopeful that my depression could be cured. Like many, I needed deeper therapy, too, but many others don’t want to dig deeper if they don’t have to. That is why CBT is a good first foundation for this new psychotherapy service. Therapists spend a lot of time trying to get patients to give up knee-jerk negativism and embrace the hope that things might turn out better than they expect. With all due respect, I would give the same advice to the critics of CBT. * Derek Draper's book Life Support: A Survival Guide For The Modern Soul is published by Hay House on April 2 (£8.99). WHAT IS CBT? CBT is a short-term psychological treatment based on the idea that negative thinking and behaviour can trigger problems such as depression or panic attacks. During treatment, the therapist helps you identify these negative thoughts - and encourages you to work out a way of looking at things more positively. CBT is used to help with a wide range of mental health and physical conditions, including phobias, anger, relationship problems, sleep problems and eating disorders. The process was developed by the American psychiatrist Aaron Beck in the Sixties. He believed that our emotions and moods were influenced by our patterns of thinking. But rather than focusing on past events in your life such as your childhood - as most of the older psychotherapies do - CBT focuses on the here and now. Sessions of CBT usually last around an hour - it’s common to have between six and 16 sessions during a course of treatment. If you feel CBT may be suitable for you, talk to your GP about a referral - it is available on the NHS, but there is usually a waiting list of several months. There are private CBT therapists, who charge around £50 to £100 a session. But first check that your therapist is registered with the British Association of Behavioural and Cognitive Psychotherapies (BABCP).

Ricky Martin and Benicio del Toro now have Spanish nationality. The news of the concession was given by the Government on Friday to the artists who were both born in Puerto Rico.

Spokesman José Blanco made the announcement after the Friday cabinet meeting.
He said that the two ‘recognised in different artistic facets’ wanted to share their Spanish nationality with all the Spanish people and therefore the Government congratulated them for it.
There is widespread speculation that the decision will allow Ricky Martin to marry his boyfriend, the economist Carlos González, in Spain.

Also granted nationality on Friday was Yisi Pérez, wife of the El País journalist, Mauricio Vicent, whose accreditation as a correspondent in Cuba was removed by the Cuban authorities.

Puerto Rican pop singer Ricky Martin was given Spanish citizenship today, the country’s government said. The star, who came out in 2009 reportedly wants to take advantage of Spain’s gay marriage laws. Spokesman Jose Blanco told a news conference that ministers had agreed to grant him a “letter of naturalization”, issued in special circumstances, because of his “personal and professional links with Spain”. Spanish newspaper El Pais reported that Martin sought citizenship in order to marry boyfriend Carlos Gonzalez Abella, with whom he is bringing up his twin three-year-old sons. Spain passed legislation allowing same-sex marriages in 2005, only the third country to do so at the time, with 20,000 gay couples entering into marriage since. Appearing on the Larry King show last year, he had said: “I would get married… There are many countries around the world where same-sex marriage is a right. Not in Puerto Rico, unfortunately. And not in many states in America. “Yes, we could go to Spain and get married. We can go to Argentina and get married. But why do we have to go somewhere else? Why can’t I do it in my country where the laws are – you know, protecting me?” He added: “I can go to Spain. I have many friends in Spain. And get married. And make it very beautiful and symbolic. But… I [can't] do it in the backyard of my house. I want to have that option. I don’t want to be a second class citizen anymore. I pay my taxes. Why can’t I have that right?

For five years a man named in a British court as "the general" has been pursued by detectives in a multimillion-pound operation.

Over the past decade Robert Dawes has moved from a two-up, two-down terraced house on an estate outside Nottingham to a base in Dubai and finally to a villa on the Costa del Sol.

Police believe he has left a trail of destruction as one of the heads of acrime syndicate that flooded the UK with millions of pounds of cocaine, heroin and cannabis. He has been identified in nine UK investigations involving large scale shipments.

Dawes is wanted in the Netherlands in connection with the murder of a teacher, Gerard Meesters; in Spain, where police have identified him as "the boss of an important English drug trafficking organisation"; and in the UK, where Nottinghamshire detectives are seeking him over the alleged commissioning of the murder of David Draycott in October 2002.

So when investigators from the Serious Organised Crime Agency, working with Spain's Guardia Civil, had Dawes secured in a Madrid prison this spring to face trial over the seizure of 200kg of cocaine, the belief was that the reign of a man described by Soca as a "highly significant international criminal" had ended.

But the Guardian has discovered that Spanish judges have been forced to drop the trial and free 39-year-old Dawes because the British authorities had failed to respond for months to a request for assistance.

Dawes is now back in his enormous villa near Benalmádena on the Costa del Sol with his wife and three children, enjoying his freedom.

After Dawes's release a few weeks ago, the Spanish courts issued a statement which made clear their hand had been forced by the failure of the British to respond to a request for documents sent in April through the highest diplomatic channels.

"The provincial court in Madrid has revoked the indictment of Robert Dawes ... and so he is at liberty," the statement said. "The magistrates ... understand that... it is necessary to wait for a response from the Commission of Dubai, with reference to the searches in the case, and, above all, the Commission of the United Kingdom.

"When the judicial authorities of those countries respond with evidence the case will be taken up again, but neither of the two commissions has yet commented and there is no indication of when they might do so."

Soca officials have been left embarrassed by the bureaucratic bungling. They say the request via a letter rogatory – the official method of requesting assistance between countries – was only received by the Home Office in August before being forwarded on to them in the same month.

The letter rogatory was sent to the Home Office via Eurojust, an organisation based in The Hague that is supposed to speed up co-operation on major criminal investigations between EU countries.

Asked by the Guardian this week about the case, Soca officials said they were planning to send an official to hand deliver the documents. A spokesman said: "We are supporting this Spanish-led investigation. Upon receipt of their request for evidence we took immediate action, in conjunction with the Crown Prosecution Service, to collate the material required.

"This process must take into account various legal and operational issues but it is Soca's intention to provide the material to the Spanish at the very earliest opportunity."

But it is not the first time that Dawes has slipped through the net, and some of his former associates have refused to co-operate with the authorities in the past because they believed he was an "asset" who was being protected.

Dawes grew up on the Leamington estate in Sutton-in-Ashfield, Nottinghamshire, and is thought to have began his criminal career in the 1990s working as an enforcer. By 2000 his name was cropping up in investigations from Scotland to London, where he is known to have associated with some of the UK's most notorious crime syndicates including the London-based Adams family.

By this time Dawes and his brother John – later jailed for 24 years for drug dealing and money laundering – had allegedly moved into large scale shipments of heroin, cocaine, amphetamines and cannabis.

In the Netherlands he became known in thousands of phone taps carried out by Dutch police as the "Derbyman".

In 2001, fearing the police net was closing in, Dawes left the UK for the Mijas Costa area of Spain – but could not resist making fleeting trips back to his old estate where he still owned two terraced houses that had been knocked together.

Soca began Operation Halbert in 2006 to target Dawes and his lieutenants. In August 2007 they seized £13m worth of drugs including 65kg of heroin in a major raid in Ruddington, Nottinghamshire. A month later, after receiving intelligence from Soca, officers from the Guardia Civil drug unit seized almost 200kg of cocaine just outside Madrid that was allegedly linked to Dawes.

But by then Dawes had fled Spain to set up a base in Dubai. He was eventually extradited in April this year to face trial in Madrid until his release by the Spanish a few weeks ago.

Italian Prime Minister Silvio Berlusconi's fate hung by a thread Friday and desertions from his crumbling centre-right coalition may have already robbed him of the parliamentary numbers he needs to survive. Berlusconi, caught in the crossfire from European powers and a party revolt at home, agreed at a G20 summit in France to IMF monitoring of economic reforms which he has long promised but failed to implement. But this may soon be irrelevant for the Italian leader, who will return to Rome later Friday to face what looks increasingly like a deadly rebellion by his own supporters. With financial markets in turmoil over the situation in Greece and Italy viewed as the next domino to fall in the euro zone crisis, calls are mounting for a new government to carry through reforms convincing enough to regain international confidence. Berlusconi has consistently rejected calls to resign and says the only alternative to him is an early election next spring, rather than the technocrat or national unity government urged by many politicians and commentators. Yields on 10-year Italian bonds reached 6.36 percent by early afternoon, creeping closer to 7 percent, a level which could trigger a so-called "buyers' strike" where investors take fright and refuse to buy the paper. Two deputies from Berlusconi's PDL party this week defected to the centrist UDC, taking his support in the 630-seat lower house of parliament to 314 compared with the 316 he needed to win a confidence vote last month. But at least seven other former loyalists have called for a new government and could vote against the 75-year-old media magnate. "The (ruling) majority seems to be dissolving like a snowman in spring," said respected commentator Stefano Folli in the financial daily Il Sole 24 Ore. Other commentators spoke of an "inexorable" revolt against Berlusconi. Even Defence Ministry undersecretary Guido Crosetto, a Berlusconi loyalist, said on television: "I don't know how many days or weeks the government has left. Certainly a majority relying on a few votes cannot continue for long." PATRONAGE Berlusconi, one of Italy's richest men, still has significant powers of patronage and he and his closest aides are expected to spend the weekend trying to win back support for a parliamentary showdown Tuesday. Some rebels have already threatened to vote against Berlusconi in the vote to sign off on the 2010 budget. Berlusconi faced concerted calls to resign when he lost a previous vote on this routine measure, which was almost unprecedented. Although it is not a confidence motion, he would come under huge pressure if he suffered a second defeat. "Unpopular prescriptions are necessary and this challenge cannot be faced with a 51 percent government," said UDC leader Pier Ferdinando Casini, in a reference to Berlusconi's weakness and a widespread feeling that the reforms can only be passed with a broad consensus. The premier has promised European leaders that he will call a formal confidence motion within 15 days to pass amendments to a budget bill incorporating new measures to stimulate growth and cut Italy's huge debt. That will be in the Senate where he has a more solid majority but it could still bring him down. Berlusconi, beset by a string of sex scandals and court cases, has consistently resisted pressure from groups ranging from a powerful business lobby to the Catholic Church to stand down.
